"Bankers" AFFAIR/ Who are the 2 SPAK prosecutors who will investigate the involvement of politicians, officials and businesses?
Anita Jella and Enkeleda Millonai are the two prosecutors of the Special Prosecution Office who have been assigned to investigate the "Bankers" mega-affair involving politicians, officials and businesses.
Jella and Millonai have previously successfully investigated cases both in district prosecutors' offices and in SPAK.
3.9 million euros in damage to the state, four companies under investigation
Mirgen Dervishi, Aksent L&BC Company, Business Corporate Tax Consulting and PKF Albania are suspected of being companies included in the "Bankers" file, for which the prosecution says that these 4 entities have damaged the state budget to the value of 397 million or 3.9 million euros.
The company "Aksent L&BC", with administrator Endri Puka, has suspicious activity and high billing for unclear services.
The company "Aksent L&BC" sh.pk, has invoiced a considerable amount of 142,067,629 lek, in the period 2023-2024 for the company "Bankers Petroleum Albania Ltd".
The services provided are not clear, while the lack of detailed documentation for their activity reinforces suspicions of fictitious billing.
This company also has 6 declared employees, a number that is not consistent with the value of the invoices generated, raising suspicions about the use of this entity for fictitious invoices.
The company "Business Corporate Tax Consulting" sh.pk, with administrator Mr. Andi Shyti, is a passive entity after fictitious invoicing.
Another case that raises strong suspicions is the activity of the company "Business Corporate Tax Consulting" sh.pk, which has invoiced 60,720,000 lek for the period 2023-2024, to the company "Bankers Petroleum Albania Ltd", having an insufficient structure and passing to passive status on 27.12.2024, after suspicious invoices.
"PKF Albania" LLC with administrator Mr. Taulant Aslani - invoices with unreal values.
This company, although it is an entity that has claimed to provide auditing and financial consulting services, the values billed in only two invoices have raised suspicions of inflating invoices and using this entity for other illegal purposes.
The amount invoiced by PKF Albania for the period 2023-2024 is 67,140,000 lek (2 invoices).
"Mirgen Dervishi", with NIPT M12123034E, is a deregistered entity after fictitious invoicing. In the period 2023-2024, he benefited from the company "Bankers Petroleum Albania Ltd" the amount of 393,180,000 lek.
From the verification of the payroll, it results that the number of employees declared by the entity has not changed even after the increase in turnover, remaining the same as the period when turnover was around 10 million lek per year.
This combination of facts reinforces the suspicion of using the entity for fictitious billing purposes.
Leonidha Çobo and the suspicious transactions with "BOLV OIL"
Leonidha Çobo, who is seen as a key person in the "Bankers" file that is now at the doors of SPAK, turns out to have generated large profits by hiding income and committing tax evasion.
For the year 2024, it turns out that Çobo made a series of sales through several companies and in the company where he himself was a shareholder, violating the law on conflict of interest.
In 2024, his company "LC Consulting", with administrator Leonidha Çobo, also made a sale to the company "BOLV OIL SHA", for an amount of 3,589,272 lek.
So, as can be seen from the income of the entity, "LC Consulting" sh.pk, as well as that of the other nephew, "Leonidha Çobo" PF, the income comes from the company "Bolv Oil sha", which is one of the main subcontractors of the company "Bankers".
Likewise, the entity "C-Properties" sh.pk with the person under investigation Leonidha Çobon as shareholder has made high-value purchases from other entities, including the company "BOLV OIL SHA", which results in the same year 2024 with the amount of 8,370,937.
"BOlV OIL" turns out to be in the name of Behar Çukaj and with administrator Agron Bulku.
