GJKKO has left police officer Edmond Braha in a cell, who was arrested after being accused of collaborating with a network of immigrant traffickers.

Edmond Braha had requested the replacement of the security measure from arrest to prison to the obligation to appear. However, the Special Court overthrew him by leaving him behind bars.

Decision:

The petitioner Edmond Braha on 20.08.2024 submitted to the Court the request with the object: "Verification of insurance needs and replacement of the insurance measure "arrest in prison" determined by decision no. 37, dated 10.04.2024 of the Special Court of Scale First, for Corruption and Organized Crime, with the personal insurance measure "Obligation to appear before the judicial police" provided by Article 234 of the Criminal Code.
At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime with a panel composed of judge Flora Hajredinaj, based on article 246/6 et seq. of the Criminal Code. Criminal, with decision No. 498, dated 20.09.2024, decided:
The review in a court session of written information, regarding the investigations carried out, the state of criminal proceedings and the needs of insurance. Continuation of the implementation of the security measure "arrest in prison" for the petitioner Edmond Braha, determined by decision no. 37, dated 10.04.2024 of the Special Court of First Instance for Corruption and Organized Crime.
Dismissal of the petitioner's request for the replacement of the security measure "prison arrest" with the security measure "house arrest", or another milder measure, as a request not based on the law and evidence.
Court costs as incurred.
An appeal against this decision is allowed within 5 (five) days, from the day after the notification of the reasoned decision to the Special Court of Appeal for Corruption and Organized Crime.
The roles of members of migrant trafficking are clarified

According to the prosecutor's office, it is known that the criminal group, which also included members of the Border Police, trafficked immigrants from Bangladesh, Iraq and Pakistan. The file shows that the Albanian border is easily crossed and this is due to police officers who break the law and allow illegal crossing.

In the investigative material it is said that the criminal group had specific roles, where according to the Special Prosecutor's Office, Luan Sulaj enabled the transport, Lulzim Lami provided fictitious employment contracts, Xhuljo Krasniqi, Edmond Baklli and Tom Preka were organizers, while police officials Edmond Braha and Altin Hasani were the guarantee that immigrants entering our country would not be affected.

According to SPAK, they are suspected to have allowed the criminal activity through illegal profit, with full knowledge, activity that SPAK has been tracking since the end of August last year. In fact, the operation of the Special Prosecutor's Office set in motion the State Police and the BKH to arrest those involved in this criminal network, causing quite a bit of tension within the ranks of the police, due to the implication of employees of the Border Police.

INVESTIGATIONS

According to the investigative data from the file of the Special Prosecutor's Office in relation to the case in question, it is learned that Arba Hysenllari, an employee of the employment agency, was aware of the applications for employment and work visas, as well as the criminal activity.

Endri Seiti and Luan Tafalla organize the criminal activity, which through the employment agency "Intercontinental Link", with partner and administrator Endri Seiti, in cooperation with the trading company "Mags Shoes" of the Italian Antonio Specio, "Gerem Konfeksione" with Xuljeta Çobe and the company Artur Mata's "Adriatic Conservation" made applications for unique employment permits and then applications for "D" visa equipment, for the employment of clandestines.

But, they were all fictitious and the goal was to enter Albania freely, and then follow the final destination, the countries of the European Union. At the "Mother Teresa" International Airport, foreigners arrived, mostly from Dubai. SPAK also used a GPS device called "Peakslim" that it placed through the agents in the bag of one of the passengers who traveled on the Dubai-Tirana line, through which the movements of refugees were controlled in several cases.

And according to the prosecutors of the case, officer Edmond Braha completed the orders of specialist Altin Hasani. The latter did not meet personally in open spaces with the traffickers, but sent his colleague.

Hasani gave the approval regarding the procedures for the visa equipment of foreign citizens. After meeting the traffickers, Braha would go and report to Hasan. In an environmental interception, agents manage to obtain data of interest. Yes, Luan Tafalla speaks in code, explaining to a person that he was in Altin Hasan's apartment and where they talked about foreign citizens.
