Topojan village in Bulqiza without water and with weak lights. Residents live among frogs and hope

In the village of Topojan in the Maqellarë Administrative Unit, which belongs to the Bulqizë Municipality, the daily life of about 120 residents has turned into a daily battle for the most basic things, drinking water and electricity.
Residents of Topojan say that the electricity voltage in the village is very low.
In some homes, only 135-170 volts are available, which makes it impossible to use electrical appliances, even with stabilizers.
According to them, the electrical network is old, with wires installed since the 1970s and wooden poles that have already been damaged by time.
Two years ago, the village's transformer failed and, after being replaced by OSHEE, the situation worsened even further.
"We have no lights. The pump motors don't start, nor the refrigerators, nor the washing machines. The poles are made of wood and wire like in the time of our grandparents," says a village resident.
Even more dire is the situation with drinking water. Topojan has no water supply and residents are forced to go to streams, wells or natural holes to get water. Some families buy water by truck, but this solution is temporary and expensive.
In one of the village neighborhoods, 12 families use an improvised pond of water, where frogs live along with plastic pipes.
“This is the water we drink, wash and cook with. We have frogs, mud and everything else, but we have no other choice,” says another resident. To understand why the village has no water, we inquired at the Dibër Regional Water Supply and Sewerage Company.
Engineer Ajet Brahoja told Fiksi that "Topojan village is not on the list of villages that we have taken under administration from Bulqizë Municipality. We have no notification or obligation for this area. The Municipality must make an official request to include it in our projects."
On the other hand, in the Bulqizë Municipality there is an official request dated September 17, 2025, addressed to this company, requesting intervention for six villages in the Shupenza and Ostren units that are without water supply.
But Topojani is not yet included in this list, which means residents will have to wait even longer.
Several new and beautiful houses have been built in the village, one of which was built by an immigrant at a very high cost. But its owner was forced to move to Tirana due to the lack of water and now lives in a rented house.
