The third draw resolves the impasse for vacancies in the KLGJ and KLP, the
The subcommittee "For the selection of candidates for members of the High Judicial Council and the High Prosecution Council who represent civil society" cast the third lot on Tuesday for the selection of vacancies in the two councils.

From a race with only two candidates for KLJ and one for KLP, the third draw brought out the winner for KLJ Violanda Theodhorin, while Erjon Fejzulla was the only candidate for KLP.

Lawyer Theodhori was ranked last in the ranking of the list of 6 candidates that was sent to the Assembly by the Ad-hoc commission for the verification and preliminary evaluation of candidates, where the candidates presented their platforms for advice during the hearings.

In the first two blind lots, Fejzulla was selected as a candidate for the KLJ, but he failed to get the necessary two-thirds votes in the plenary session.

The election of the KLP member was deadlocked with no candidate, but the Gogols seem to have resolved this by predetermining one candidate for each council.

Prior to the drawing of lots, the Subcommittee failed to conduct a formal vote on the candidates due to the absence of opposition members. The leader of the meeting, Klotilda Bushka, announced that in the conditions when the voting process could not take place, the procedure of voting by lot would be continued.

In the third round of voting, the candidate Theodhori is automatically elected as a member of the KLJ, it is enough to receive a simple majority of votes in the plenary session on Thursday.

She will replace the current head of this council, Naureda Llagami, whose mandate has ended in December 2023. While Fejzulla, if elected, will take the vacant seat left by Alfred Balla in KLP, removed from the vetting process.

If the Assembly does not vote for him in the nearest plenary session, Fejzulla is expected to undergo the formal procedure of the draw without rivals 2 more times.

The process of selecting new members of the judicial councils has been continuously disputed by the opposition, mainly for the disqualification by decision of the General Secretary of the Assembly of 4 candidates who had passed the formal verification by an independent commission set up by the People's Advocate.

The procedure for filling the vacancies in the two councils was opened in July of last year, and only in July of this year the Assembly managed to choose by lot 4 members from the ranks of lawyers for the two councils.

While the race for the other 2 members from the ranks of civil society was extended in time due to court proceedings, legal verification by the General Secretary of the Assembly and the deadlock created with the minimum number of qualified candidates from the special subcommittee, only two names for two vacancies./ BIRN
