Trump does not believe in climate change and wants to significantly boost fossil fuel extraction.
For example, he has pledged to “immediately” reverse a recent decision by outgoing President Biden that essentially banned “offshore” hydrocarbon exploitation. He could certainly do so without waiting for congressional approval.
