For the first time since 2021/ Lavrov goes to an EU country

Russian Foreign Minister Sergey Lavrov will visit Malta in December and will be his first visit to an EU country since December 2021.
Russian media write that Lavrov will participate in an OSCE meeting, of which Russia is a member. The meeting will take place on December 5 and 6 in Malta.
Brussels imposed multiple sanctions on Lavrov, as well as the rest of the Russian administration, but did not stop the Russian minister from traveling within the bloc to keep lines of communication open.
The last time Lavrov visited the territory of an EU member was in December 2021 in Stockholm, Sweden.
