President Trump: Security guarantees for Ukraine will be provided by Europe, not the US

President Donald Trump said on Wednesday that it will not be the United States but Europe that will provide security guarantees for Ukraine.
President Trump made the comments during his first meeting with members of his cabinet, in response to a question from reporters about whether the agreement between Washington and Kiev on minerals would contain security guarantees for Ukraine.
On Tuesday, officials from the two countries announced that they had agreed on a draft agreement that would give Washington access to rare earth minerals in Ukraine.
Ukraine said today it had approved the framework agreement, but added that its success would depend on talks with President Donald Trump.
Earlier, Ukrainian President Volodymyr Zelenskyy said that security guarantees that Kiev considers vital still remain to be determined.
He said that during his visit to Washington on Friday he will have a broad and substantive conversation with President Donald Trump.
On Wednesday, President Trump confirmed that Mr. Zelenskiy would come to Washington on Friday, but said the United States would not offer broad security guarantees.
"I'm not going to give broad security guarantees, we're going to ask Europe to do that," Mr Trump said.
A copy of the draft minerals agreement, seen by Reuters on February 25, said that "the United States government supports Ukraine's efforts to obtain the security guarantees necessary to establish a lasting peace."
The minerals agreement is part of US President Trump's efforts to bring the war between Ukraine and Russia to an end as quickly as possible.
The US president also proposed the deal as a way for Kiev to repay billions of dollars in military aid it has received from Washington since the start of the war.
Mr. Trump has also said that if a deal is reached to end the conflict, a peacekeeping presence would be needed in Ukraine. But Moscow said on Tuesday it was against deploying a NATO force there.
Refunding money to American taxpayers
The agreement is expected to give the United States access to Ukraine's vast mineral wealth.
"American taxpayers will now get their money back, plus (more)," President Trump said.
President Zelenskiy rejected a draft agreement offered by the American side a few days ago, saying that Washington was demanding $500 billion in Ukraine's natural resources, at a time when, as he said, Kiev had not received this amount of aid from the United States.
He also said that the agreement lacked security guarantees for his country.
Under the terms of the draft minerals agreement that could be signed on February 28, sources familiar with its contents said the United States and Ukraine would establish a Reconstruction Investment Fund to collect and reinvest revenues from Ukraine's resources, including minerals, hydrocarbons and other substances extracted from the earth.
Ukraine will contribute 50% to the fund, minus operating costs, and will continue to do so until contributions reach $500 billion. The United States will provide a long-term financial commitment to the development of a “stable and economically prosperous Ukraine.”
Asked what Ukraine would get in return for the minerals deal, President Trump said that so far Washington had given Ukraine $350 billion, "a lot of military equipment and the right to use it."
Ukraine has deposits of 22 out of 34 types of minerals identified by the European Union as critical.
Ukraine's reserves of graphite, a key component for electric vehicle batteries as well as nuclear reactors, account for 20% of global resources.
