TikTok and YouTube under fire, Ofcom warns that the platforms are not safe for

Social media platforms TikTok and YouTube have been criticised by the UK's communications regulator, Ofcom, for failing to take strong action against harmful content displayed to children. The latest report says that despite the companies' claims that their networks are safe, there have been "no significant changes" since legal obligations to protect children came into force in July 2025.

Ofcom is the communications regulator in the United Kingdom. This institution oversees media platforms and online services, monitoring how safe they are for users, especially children.

According to Ofcom data, almost three-quarters of children aged 11–17 (73%) have been exposed to harmful content within a four-week period. Half of them recalled seeing it on TikTok, while the rest on YouTube, Instagram and Facebook. However, only a small proportion of children (15%) told an adult about what they had seen.

The report also highlights that 84% of children aged 8–12 still use major platforms such as YouTube, TikTok, Instagram, Facebook and Snapchat, despite the minimum age allowed being 13. Ofcom has requested detailed and legally binding information from Meta, TikTok and YouTube on how they detect and prevent children from being exposed to harmful content, and their responses are currently under review.
