The "owner" of the tourist spot in Bovillë comes out! Whoever wants to enjoy the beauties must pay
Lake Bovilla, located 14 km from Tirana, has become a tourist attraction for many Albanian and foreign visitors who are passionate about nature. Bovilla Lake is the largest water catchment in the district of Tirana. The lake is surrounded by a crown of mountains, such as Brari and Gamti mountains.
But to go to the highest point to enjoy the natural beauties, you have to pay a fee of 1 euro per person. This is because the "owner" of the mountain has come out. In the editorial office of 'Fiks Fare', several vouchers issued by 1 business there as an entry tax in the protected area of Bovilla arrive.

'Fiks Fare' films the entire procedure of giving the tax coupon by the employee who gave it as an entrance tax to all tourists or locals who want to climb up to the top to enjoy the beauty. Fiks journalists also followed the same path. After receiving the tax coupon, they verify the nephew's number found on the ticket. After checking with the CKB, it turns out that Nipti L71726003L does not have an active license.
"Fiks Fare" interviews the employee and he says that: " I have no idea, I'm just a worker, ask the owner, here are the taxes."
After a few minutes, the owner of the business, Bujar Hyseni, comes to the place. He says in front of the camera of 'Fiks Fare' that this place is in the Protected Zone and he has received permission from the ministry to do business.
The owner presents to Fiks journalists the extract of the commercial register with the data of the entity "Limited Liability Company" where it is stated that the term of his appointment as administrator has ended. In this extract, it is read that the leave started from 15/02/2019 to 15/02/2024, so the deadline has expired. Faced with this fact, Mr. Bujar appeared surprised in front of Fiks journalists, claiming that he did not know that his deadline had expired.
"Fiks Fare" was interested in the Municipality of Kruja, since the area where the subject "Argetimi B.H" operates is under the administration of the Cudhi Unit.
The Municipality of Kruja in its response says that this subject has a 'bar-restaurant' activity and is a regular taxpayer in the Directorate of Local Taxes
For the other activity he carries out, the collection of the entrance tax in the tourist area, the municipality clarifies that it is not under its administration, but of the Agency of Protected Areas, with which this subject has a lease contract.
Fiks Fare addressed the National Agency of Protected Areas and AKZM Durrës, where in its reply it is stated that after being informed by Fiks Fare, it has carried out an inspection in the Protected Area of the Dajti National Park, where Bovilla is a part. They have also established that the entity "Entertainment" under the administration of Mr. Bujar Hyseni has violated the terms of the contract he has with them, for the benefit of third parties.
Also in this answer it is said that they have set up 1 working group that will monitor the Bovilla area for a period of 4 days. The National Agency of Protected Areas has denounced to the Kruja Police the actions of this private entity that collects taxes for tourists.
"Fiks Fare" was also interested in the Kruja Police Station. The head of this police station, chief commissioner Kreshnik Alimadhi, in his response, informed that they have carried out all investigative actions for this case and on October 29, 2024, they have referred the materials to the Prosecutor's Office of the First Degree in Tirana, for the criminal offense "Concealment of income".
