The pension scheme towards collapse? Economy expert: It is difficult to change the situation without...
The economy expert, Fatos Çoçoli, invited to the News24 studio, has offered a detailed analysis on the possibility of increasing pensions and the challenges this system faces in Albania. Çoçoli highlighted some of the biggest problems related to the pension scheme and emphasized that it is difficult to make tangible changes without a deep reform in this direction.
According to Çoçol, Albania has over 700,000 pensioners waiting for their pension every month, and if the government were to add just 20 euros more to each pensioner, this would translate into an additional 14 million euros every month. "If you multiply that by 12 months, the result is over €160 million extra per year," he said, adding that this figure is very difficult to cover from any government budget, whatever political wing it may be on. power.
Çoçoli emphasized that the challenge of pensions is present in every country, and it is not something unique to Albania. He made a comparison with the state budget, emphasizing that out of over 8 billion euros allocated for pensions every year, about 15 thousand new pensioners are added to the system every year. "This additional money needed for new pensioners is not enough to increase the pensions of the existing ones," he said, explaining that the increase in the number of pensioners is an additional burden on the pension scheme.
Also, he mentioned that the government has allocated about 53 million euros to index pensions, but emphasized that this fund is not sufficient to make a real increase in pensions. "For a minimum pension of 100 thousand lek, this increase would be only 3 thousand old lek, which does not make much difference at the end of the month for pensioners," explained Çoçoli. He emphasized that these 53 million euros do not constitute a real increase for pensioners, as they are more of an indexation that fails to cover the cost of living.
One of the main concerns of Çoçol is the fact that pensioners are one of the largest segments of the Albanian population, and this situation will become a problem in the future due to the decrease in the workforce and the increase in the number of pensioners. "Going forward, this scheme will turn into a serious problem unless necessary reforms are undertaken to make the system more sustainable and sustainable for future generations," he said.
Another aspect that he emphasized was the government's plan to find 150 million euros that could come from the non-declaration of salaries. "This figure can be used to support pensioners, but it will still not be a sufficient increase to meet their real needs," Çoçoli emphasized, adding that this action is a sign of the lack of political will to undertake a real reform in the pension system.
According to the economy expert, the pension situation in Albania is a consequence of the lack of a deep reform that would have started recently. He emphasized that if a proper reform had been undertaken at the right time, the average pension would have been higher and more stable. "This is a problem that cannot be solved with temporary measures. The reform is necessary to guarantee a stable and fair pension system for everyone," concluded Çoçoli.
