Rama IV, a beautiful illusion in bad times!

In these bad times, which are related to the unpredictability of international developments and especially the loss of moral principles everywhere, the claims for a different governance of Albania seem simply like a beautiful illusion. And, we have had many such since the beginning of the existence of the Albanian state. We are already used to them and we know that we will repeat them. After all, it is a well-known phenomenon, Hegel extended the logic of history over time, when he wrote: History teaches us that man learns nothing from history.

This is happening again now. A few days before the announcement of the Rama IV government, predictions have begun about the names, configuration and ideas of the longest-serving prime minister of the democratic period. The prime minister himself, in an interview in recent days and specifically on this topic, would reveal the directions of his government, leaving the public in suspense about the names of his subordinates and showing us in visionary form his goals. In three mandates, despite the country's achievements and his former slogans, initially for the new Justice, then for the steering wheel and the pan, and finally EU integration, Albania has seen that well-being has remained far from the loud promises, while the simple and average Albanian will leave. In the third mandate, when the prime minister was enjoying victory, he spoke of strategic plans and large investments, leading his militants into a state of ecstasy. In reality, the airports of Kukës and Vlora have indeed been redesigned, but they are not functional. The ports are the ones with their own problems, while the infrastructure is languishing. However, in the last interview, Rama insisted on tourism, a sector that is already seeing an increase in numbers but on the other hand a mountain of problems that need another generation to fix: Prices, services, hotels, cultural heritage, infrastructure, poverty, they all scream at you and make you realize that in a post-democracy, you are often filled with empty spoons.

The military industry is a novelty for the country and this has already included the entire region, where the Serbs do not stop and are reaching frightening levels. But Albania is engaging in its own way and is doing well. Paradoxically, until a few years ago we destroyed it without any plan and with a frightening myopia simply to be correct with instructions from foreign and domestic bureaucrats without vision and to be correct with meaningless conjunctures.

And, the most promising of Rama's promises has been the use of artificial intelligence for the work of the administration, which is seen as a tool of the future procurement system. For days, this has become international news, trusting the algorithm with what "Homo Albanicus" has now torn to pieces: Transparency and non-contradiction in corruption. Can you trust a technology, still immature, with the reliability of a state?! Only Rama knows this, because his subordinates simply shrug their shoulders at everything.

Meanwhile, Rama forgets or pretends to forget how he got into local government and where he saw the arrogance of the leaders who lowered their heads in guilt. Resigning en masse, as they did, can only be envied by North Korea. Just as there is much talk about services to Albanians, where the Territorial Reform is already showing that it is a complete failure and impossible to serve citizens. The incompetence of the people of the municipalities and their blind obedience to the orders of the prime minister showed this best. Ironically, local government should be independent.

Even worse, the citizen is sad because when talking about artificial intelligence, you have to fix in your head, the reform of Education that remains, while scientific research is given crumbs. Meanwhile, in all of Rama's beautiful retreat, it was not said how the flight of Albanians will be curbed and what will be done with hope. Taken together, as arguments, even though we left out mentioning Agriculture, Health, etc., they make you understand that the IV mandate will be full of graphics but nothing with content.

The latest data from Eurostat are worrying. Albania holds the first place in Europe for the percentage of the population at risk of poverty and deep social exclusion. In 2023, about 42% of the Albanian population, over 1 million citizens, lived in conditions of severe poverty, unable to afford at least 7 out of 13 indicators of economic and social deprivation, such as rent or loan payments, minimum annual vacations, basic food, heating, or replacing old furniture (Altax, 2025).

But the numbers often do not show the reality and cannot account for the fact that Prime Minister Rama is one of the luckiest leaders of the country. If Albania, according to what the high representative of Kos in BLED claimed, will be in Europe, Rama will be remembered as a statesman (!), even though a large part of Albanians became impoverished and many others left the country.

Especially at a time when Donald Trump's America challenges and ridicules everyone (mostly Americans themselves), where American democracy is at its lowest levels; while Putin's Russia, now without a mask since February 24, 2022, cynically snubs Europe as a great military, nuclear and energy power, we must be aware that Rama IV is and remains a beautiful illusion in bad times!
