British Ambassador: We agreed with Basha that the Parliament be fully

The UK Ambassador to Pristina, Jonathan Hargreaves, said on Thursday that he and the newly elected speaker of the Kosovo Assembly, Dimal Basha, “agreed” during a meeting that the country’s legislative body should be fully constituted as soon as possible, although neither the Assembly nor Basha spoke of such agreement in statements released after the meeting.

"We agreed on the importance of fully reconstituting the Assembly as soon as possible, respecting any decision of the Constitutional Court," Hargreaves wrote on social media.

Basha unilaterally declared the constitutive session of the Kosovo Assembly closed on Sunday, although the fifth and final deputy speaker from the non-majority Serb community was not elected – for which he was criticized by other parliamentary parties.

Of the five vice-presidents required by the Constitution, four were elected – three Albanians and one representative of non-Serb minorities – while the fifth, from the Serb community, failed to secure sufficient votes.
The Kosovo Assembly did not provide many details in its announcement of Basha’s meeting with Ambassador Hargreaves and their conversation regarding the constitutive session, other than that the president informed the ambassador “about the latest political developments in the country, with particular emphasis on the process of the constitutive session of the Assembly.”

Meanwhile, later, Basha wrote on Facebook that with the ambassador "we discussed the latest political developments in the country and the conclusion of the constitutive session of the Parliament."

Hargreaves said he hopes the political impasse is resolved quickly so that the Assembly and a new government can continue their vital work for the benefit of all citizens of Kosovo.

He said he also spoke with Basha about the importance of genuine consultation with the Kosovo Serb community, to ensure their full participation in Kosovo society.

The Assembly emphasized that Basha assured the ambassador that Kosovo remains steadfast in protecting the interests and rights of all its citizens.

Hargreaves' meeting with Basha is the first by a foreign ambassador to the country since Basha was elected on August 26.

Meanwhile, despite all the doubts regarding the constitution of the Parliament, Basha's party, the Vetevendosje Movement (LVV), intends to continue efforts to form a new Government, as it is expected to reconfirm its leader and incumbent Prime Minister, Albin Kurti, as Prime Minister of the country.

This was confirmed to Radio Free Europe by LVV spokesman Arlind Manjhuka, who said that a meeting of the winning party of the February elections will be held on Sunday, September 7.
After that meeting, LVV will send Kurti's name to the country's president, Vjosa Osmani, to try to form a new government.

However, it is not clear whether President Osmani will mandate the LVV candidate for prime minister in this situation.

The Kosovo Presidency said earlier this week that the legal team is analyzing the process of constituting the Assembly after Basha declared it complete.

She did not respond to Radio Free Europe on Thursday whether conclusions have been drawn on the process and whether she considers the Assembly to be constituted.

On this issue, Osmani hosted meetings with Hargreaves and the German ambassador to Kosovo, Jorn Rohde.

Osmani said that, regarding the constitution of the country's institutions, he will act "in full compliance with the Constitution and the laws in force."

The entire process of constituting the Assembly has been accompanied by criticism of legal violations and judgments from the Constitutional Court.

A constitutional assessment by this court is also expected for the latest case submitted by the Serbian List, which considered the separate voting of the two vice-presidents from the non-majority community a constitutional violation. /rel
