Kosovo remains in a state of decline, the situation in education worse than 20

Lack of training for teachers is being cited as one of the reasons why Kosovo is coming last in PISA in terms of quality in education. The current situation is estimated to be worse than 20 years ago.

The German Ambassador to Kosovo, Jorn Rohde, has said that it is necessary for Kosovo to know what is influencing the decline in quality in education.

He made these comments at the roundtable "Building the Future of Education in Kosovo - Lessons from PISA" organized by the German School of Kosova, Leadership Foundation and Schule Expert.

"When I looked at the statistics in Kosovo, I saw the numbers of students going to universities, but I see that in public universities the number is falling and in private universities it is increasing. We need to see what is affecting it," said Rohde.

Meanwhile, the designer of PISA and director for education and skills at the Organization for Economic Cooperation and Development, Andreas Schleicher, stated that the quality of relations in the education sector in Kosovo needs to be improved.

According to him, the situation in this sector is worse than 20 years ago.

"No country has a single solution that we can all copy. We can't say that there have been improvements. Today we are doing worse than 20 years ago. To some extent it has to do with the Covid-19 pandemic, but it is not the only problem. Technology is a big part of life but it is also a problem... The school system has a long way to go to improve educational outcomes. Kosovo's fastest improvements are related to improving the quality of relationships... Training, materials, resources are lacking, but the staff is the most important, technology."

And from the Ministry of Education, Shqipe Kokollari added that the Faculty of Education at the University of Pristina is engaging in an analysis for all teachers in Kosovo, to capture teachers' experiences for professional development.

She added that textbooks are also being reviewed, with a particular emphasis on science, because they contain more content than they should.

"It is not the only institution and the only reason why the results are not good in Kosovo. It is not just one responsible factor, but many institutions from the central to the municipal level are connected. We have changed that approach of calling on accredited organizations for the professional development of teachers. At the moment, the Faculty of Education is engaged in an analysis for all teachers to take teachers' experiences for their professional development. Textbooks have more content than they should. They are getting boring and with a special emphasis on the science part."

During 2022, Kosovo ranked among the bottom in the three tests of the international program for student assessment, PISA.

It ranked 74th in math – a key area of ​​the test – and 76th in reading. In both areas, Kosovo has suffered a drop in performance by 11 points compared to the 2018 tests.

In science, Kosovo is ranked 77th, down eight points.

Kosovo participated in PISA for the first time in 2015. By comparing results internationally, policymakers and educators in Kosovo can learn from the policies and practices of other countries./ Monitor
