The US Under-Secretary of State for Diplomacy and Public Affairs, Liz Allen, has considered the formation of the Association of Serb-majority municipalities in Kosovo, as an essential step in realizing Kosovo's Euro-Atlantic goals.

She made these statements after the meeting held on Sunday with the president of Kosovo, Vjosa Osmani.

"I confirm that we support Kosovo's trajectory towards Euro-Atlantic institutions, through close cooperation, and I know that this is important to you. We discussed the essential step in Kosovo's Euro-Atlantic journey, the Association of municipalities with a Serbian majority," said Allen.

Taking steps towards the Association was also a condition for Kosovo's membership in the Council of Europe - the leading organization in the field of human rights - earlier in the week.

One day before the meeting of the Committee of Ministers of the Council of Europe, the Kosovo authorities said that during the month of May they will send a proposal for the formation of the Association to the Constitutional Court of Kosovo for consideration, but high officials of the West have said that something such is insufficient to fulfill the condition.

The Committee of Ministers of the Council of Europe meets once a year and it remains unclear when Kosovo will be able to become a member of the organization.

Agreement against manipulation of information by foreign countries

After the meeting, Osmani and Allen signed an agreement of understanding between the United States and Kosovo, against the manipulation of information by foreign countries.

The President of Kosovo, Vjosa Osmani, has said that the visit of official Allen symbolizes the steadfast partnership between the United States and Kosovo, as well as proves the mutual commitment to cooperation, in order to fight common challenges.

"In light of global developments and dynamics, the challenges are undoubtedly increasing. However, our cooperation has materialized in extraordinary ways", said the president, mentioning a number of agreements signed with American agencies operating in Kosovo.

Osmani has said that the newly signed agreement will help to join forces against the manipulation of information, assessing that disinformation campaigns pose a great threat to the stability of Kosovo and the entire Western Balkans, also mentioning the risk of cyber attacks.

"Unfortunately, even Kosovo has not been spared from these attacks, which come and intensify as a result of Russia's influence in the region, through its satellite Serbia. This is not only disturbing, but it represents an active threat to destabilize our region".

Allen also visited Serbia on May 15.

There he met with the president of the state, Aleksandar Vučič, with whom, among other things, he talked about the importance of progress in the dialogue with Kosovo.

Kosovo and Serbia have been in dialogue in Brussels, for the normalization of relations, since 2011.

The parties have signed a number of agreements, but not all have been implemented.
