Celibashi announces the results in the five municipalities: We should have a new

State Election Commissioner Ilirjan Celibashi announced today the preliminary results of the local by-elections in five municipalities in the country.

Celibashi stated that in the municipality of Vlora, Brunilda Mersini, candidate of the Socialist Party, received 15,672 votes or 78.44% of the votes. The candidate proposed by the voters, Dionis Sota, received 2,333 votes or 11.68%. The other candidate proposed by the voters, Gjergji Nika, received 1,975 votes or 9.88%.

In the municipality of Berat, the SP candidate, Ervin Ceca, received 13,050 votes or 83.35%. Pavlo Shkarpa, a candidate proposed by the voters, received 2,607 votes or 16.65%.

For the municipality of Cërrik, Eligert Hima, candidate of the "Albania Becomes" Movement, received 1275 votes or 13.62%. Amarildo Hoxha, candidate proposed by the voters, received 1888 votes or 20.16%. Florenc Doka, candidate of the Socialist Party, received 6201 votes or 66.22%.

In the municipality of Mati, Altin Bojni, the SP candidate, received 7,425 votes or 66.54%. Eduart Brahilika, a candidate proposed by voters, received 3,184 votes or 28.54%. Suzana Pasha, a candidate proposed by voters, received 549 votes or 4.92%.

For the municipality of Tepelena, Gabriel Guma, the candidate proposed by the voters, has 928 votes or 22.15%. Gramos Sako, the candidate of the Socialist Party, has received 3261 votes or 77.85%.

Regarding participation, Celibashi stated that the total participation for the five municipalities was 18.45%.

"For the municipality of Vlora 12.54%, for Berat 19.81%. for Cerrik 24.81%, for the municipality of Mat 39.23% and for the municipality of Tepelena 34.63% ," he said.

Celibashi underlined that the use of Artificial Intelligence in counting and evaluating votes was tested in the municipality of Tepelena.

Celibashi emphasized that, "the test conducted yesterday was successful and met the CEC's expectations. The reading and then counting of the ballots was carried out with complete success using Artificial Intelligence."

" They were read and analyzed in real time by the relevant computer program. In general, the reading and analysis of these images produced almost 100% the same result as the physical count. The images of the front page of the ballot were read with complete accuracy through the AI ​​system. Only some inaccuracies were found in the reading of the back of the ballot. We estimate that in the future, achieving accuracy will depend on the construction of some technical protocols that will have to be respected by the counters and commissioners", said Celibashi.

He stated that the use of Artificial Intelligence does not avoid the use of commissioners, and when asked if he would agree to its use in the 2027 local elections, he said that it would be appropriate to use it.

However, Celibashi stated that changes are needed in the Electoral Code for the use of Artificial Intelligence to become official.

Regarding participation, Celibashi stated that it is not necessary to have a participation limit to consider the elections valid and that the elected mayors have full legitimacy.

Asked about the speed of the counting results, Celibashi said that as long as this counting method is in place, this will also be the time for the results to be released.

He emphasized that this is a matter for political parties and the Assembly.

"We have conveyed our thoughts and proposals regarding this aspect of the electoral process, it remains up to them to evaluate it ," he said.

Celibashi expressed his hope that political parties will quickly start working on electoral reform, so that it can be completed as soon as possible.

" By 2026, it would be good to have a new electoral law. If we don't have a new electoral law, we will go to the local elections in 2027 in a situation like we have been in for the past 30 years ," said Celibashi.
