Controversial businessman Fatmir Bektashi, who currently has two files in the Special Prosecution Office, one related to the former Partizani complex and the other to the mayor of Tirana, continues to obtain permits for large construction complexes.
After concreted the area near the women's prison, building 50 buildings without parks for children, nurseries, kindergartens or schools, and without sufficient road infrastructure, Bektashi has decided to extend his activity in his favorite area of Farka.
According to documents recently declassified by the National Council of Territory and Water, he has received permission for the "ABA 2" complex, consisting of six buildings, each with 2-3 floors and one underground floor, on a plot of about 3,600 m² on "Turdive" street, near Lake Farka.
Documents show that the construction site is bordered by main roads and surrounding agricultural land, while the base of the structure is rectangular with large transparent windows and walk-through balconies.
The permit bears the signatures of Prime Minister Edi Rama and his deputy Belinda Balluku, who is also being investigated for the Llogara Tunnel affair.
This "political reward" comes despite the investigations of the two SPAK files, highlighting a paradox: although Bektashi is under investigation, his construction activity continues unhindered.
In addition, he has also had access from other exponents of the majority, obtaining permits for the palaces of the former Partizani complex and for the "Mangalem 21" complex.
His firm "Kontakt" has also operated in areas such as Mali i Dajti, Ali Dem, Paskuqan, Farkë and even in the Drilon National Park, a protected area.
Meanwhile, the "ABA 2" project has been advertised for many months, and most of the apartments were sold before the pit was dug.
The scheme used shows the practice of builders selling apartments before construction begins, securing the necessary funds from customers to continue the work.
This case raises serious questions about the effectiveness of controls and the influence of politics on construction activity, as Bektashi's strong connections appear to have shielded him from any legal obstacles, even as investigations are in progress./ JOQ
