Organized crime and vote buying, SPAK registers several proceedings

The latest data, obtained by Inside Story, shows that as of April 24, 2025, a total of 70 indictments related to suspected electoral crimes have been registered with the Special Prosecution Office.
24 of them came through SPAK's official platform, "Deny Electoral Crime".
"I think that if SPAK investigates organized crime in Albania, it has accomplished its mission ," said Afrim Krasniqi.
"People can become aware that vote buying can cause them a punishment that can have many consequences, and this is very important. At least, just the establishment of this task force, just the idea that it is punishable, makes this effective ," said analyst Agim Baci.
As of April 28, 14 criminal reports for electoral crimes have been registered in the prosecutor's offices of general jurisdiction.
"Obstruction of electoral subjects," "damage to material," "use of power for votes," "threat to voters," are the accusations that run through the files in Tirana, Fier, Saranda, Durrës, Elbasan, and Gjirokastër.
Fier appears as the epicenter of violations, with five open proceedings, while SPAK takes charge of the most serious cases.
According to SPAK, 26 criminal proceedings were registered during the first two weeks of the campaign. The statistics are dynamic and change from day to day.
"The credibility of SPAK is compromised if we have clear materials, we have clear facts, we have clear denunciations and not just press conferences. Then yes, we can say that it had the right materials, the necessary time and lacked the will ," said analyst Agim Baçi.
What is striking is the fact that 7 of them were initiated mainly by SPAK prosecutors themselves, as a result of proactive investigations in the field. This shows that the task force is not simply reactive, but also proactive in investigating any indication that may indicate illegal interference in the will of the voter. The data speak of dozens of other reports and verifications that can be registered as criminal proceedings.
"We are in a continuous consultation process even for very peripheral elements of this aspect or even details of a technical nature and we attach primary importance to them. Cooperation is a matter of principle for us ," said SPAK.
SPAK has also confirmed that it has currently launched concrete investigations against three individuals suspected of committing criminal offenses related to the electoral process. The investigations are continuing in secret and under the direct supervision of the inter-institutional task force, which aims to stop the old methods of vote buying.
"A case, for a person who was accused of voting twice in 2022, was brought to trial in 2025. Three years for electoral matters is a long time. There is a need for all bodies to be much faster, much more proactive in addressing electoral crime and vote buying ," said Dritan Taulla, Deputy Chairman of KRRIK.
"The manipulation is much more advanced, and it comes in many different forms and is very difficult to verify. He can go to someone's house, he can meet them in another way, so there are very few spaces ," said analyst Agim Baci.
