Commission for Disinformation and Foreign Intervention / Director of SHISH: Large-scale use of online spaces, new challenge for security
The director of the State Information Service (SHISH), Vlora Hyseni, gave a speech at the Commission "To coordinate and supervise all institutional actions to combat disinformation and other forms of foreign interference in the country's democratic processes".
Vlora Hyseni said that digitization and advances in information technology through online platforms as a whole of social networks, in addition to advantages, has brought new challenges for the security of institutions in the country.
The director of SHISH said that these new challenges cannot be addressed by one institution alone.
Vlora Hyseni: Digitization and advances in information technology through online platforms as a whole, social networks, in addition to the advantages they bring to the rapid provision and information of citizens, the increase of public transparency, social interaction, from the point of view of security are being used for disinformation campaigns and have amplified the potential for their use for disinformation.
Disinformation from the point of view of the intelligence service, such as the information service of the state, in contrast to misinformation, is characterized by the distinction and distribution of certain information with a certain intention to undermine national security, to cause instability, to undermine information security , economic security, health security and as such is presented in the international security strategy approved by law 12/2024.
The large-scale use of online spaces and advanced communication technologies, in addition to advantages, bring new security challenges that cannot be addressed by a single institution. This digital ecosystem is being used by a growing number of countries that oppose democratic systems.
