Syri TV journalist Alba Kepi has exclusively revealed the letter that Luftar Hysa sent on May 22, 2023 to the US Ambassador to Mexico, Ken Salazar, documenting that he has been denied entry to the US since 2023.

Also, the document prepared and signed by Luftar Hysa certifies that he is the owner of 9 commercial outlets that operate as casinos and offer games of chance in Mexico, each with a federal license issued by the Mexican government.

So, the document serves as his official declaration on the ownership and legality of these licenses and commercial activities.

This letter, addressed to the United States Ambassador to Mexico, presents an official request for a review of the tourist visa situation of the author and his family members. The document clearly shows the difficulties encountered during the visa renewal process. Luftar Hysa emphasizes that he “did not violate any legal rules during his visits to the United States.”

The letter highlights that according to Hysa, the repeated consular refusals may have been influenced by false information published in the media, which has damaged his and his brothers' reputation. Hysa emphasizes that these claims are completely untrue and that legal action has been taken against the relevant media for moral and material damage.

The document explains that this problem has caused significant damage to their professional activity and movement between Mexico and Canada, as Hysa and his brother are businessmen active in the entertainment and casino industry. The lack of a visa has prevented them from participating in important international events, such as the Global Gaming Expo in Las Vegas, putting them at a commercial disadvantage.

Just a few months before this letter, in 2022, Hysa met with Prime Minister Edi Rama at the Albanian government headquarters in Tirana. The letter ends with a clear request for diplomatic assistance from Ambassador Ken Salazar, in order to have the visa issue reviewed by the competent migration authorities.

I drejtohem Juve me qëllim që t’ju vë në dijeni se unë, i nënshkruari, me kombësi shqiptare dhe meksikane, kam pasur probleme – ashtu si edhe disa anëtarë të familjes sime – në lidhje me procesin e rinovimit të vizës sime turistike paraqitur pranë qeverisë së Shteteve të Bashkuara të Amerikës. Për këtë arsye, i drejtohem ndërhyrjes suaj me qëllim që të kem mundësinë ta marr përsëri këtë vizë.
Rreth vitit 2005, qeveria e Shteteve të Bashkuara të Amerikës më dha vizë turistike, të cilën e kam përdorur disa herë për të hyrë në këtë vend, pa shkelur asnjë ligj për të cilin do të duhej të sanksionohesha apo të më revokohej viza.
Rreth vitit 2010, pa qenë ende afër skadimit të vizës turistike që më ishte dhënë, dhe me rekomandimin e disa agjentëve migratorë të Shteteve të Bashkuara që të kërkoja zëvendësimin e vizës për shkak të dëmtimit të pasaportës sime shqiptare, ku ishte ngjitur viza, nisa procesin e rinovimit në Konsullatën e Shteteve të Bashkuara në Montreal, Kanada, i cili u refuzua. Aty më u tha se ekzistonte një dyshim i supozuar se unë po kryeja biznes në atë vend pa vizën përkatëse, gjë që ishte krejtësisht e pavërtetë.
Më vonë, vëllai im Arben Hysa, me kombësi shqiptare dhe meksikane, i cili gjithashtu kishte vizë turistike, shkoi në zyrat konsullore të SHBA-së në Meksikë për të rinovuar vizën, e cila iu refuzua, duke i thënë se kjo ndodhte për shkak të lidhjes familjare me mua. E njëjta gjë i ndodhi edhe vëllait tim Ramiz Hysa, i cili disa herë ka aplikuar për vizë në Meksikë dhe në çdo rast arsyeja e refuzimit ka qenë lidhja e tij familjare me mua.
Për shkak të mungesës së saktësisë në informacionin e dhënë nga agjentët konsullorë amerikanë, dëshiroj të theksoj se, për arsye që nuk i njoh, dikush që fsheh identitetin e tij është përpjekur të njollosë emrin tim dhe të familjes sime, duke përdorur gazetarë të mediave të mëdha në Meksikë, të cilët është e lehtë të korruptohen dhe kanë botuar shkrime që na lidhin – mua dhe vëllezërit e mi – me veprimtari dhe organizata të paligjshme ndërkombëtare. Këto janë absolutisht të pavërteta, për të cilat ne kemi hapur procese ligjore për dëm moral dhe ekonomik kundër këtyre mediave dhe gazetarëve.
The above-mentioned consular refusals make me assume that perhaps the false information published in the media is the real reason why we were denied tourist visas to enter the US, thinking that we are “non gratus” persons. This causes us serious harm, because I have business activities in Mexico and Canada, and I live in Montreal, while the US is geographically located between the two countries. For this reason, traveling between these countries without the possibility of using American airlines, their airports and cities, significantly limits our travel options. Also, my family members who live in the north of Mexico, in the city of Rosarito, Baja California, cannot travel to the US for vacations, limiting their entertainment options.
Second, my brother Arben and I are shareholders of several companies in Mexico, including the company ENTRETENIMIENTO PALERMO, SA DE CV, which deals with entertainment and manages nine commercial outlets in different parts of Mexico. These locations operate gambling and lottery (CASINO) facilities, which operate under federally licensed contracts.
In this context, the world's most important exhibition in the gambling industry, the Global Gaming Expo (G2E), takes place annually in Las Vegas, Nevada. We cannot participate due to the lack of our visas, which puts us at a significant commercial disadvantage compared to our competitors.

I would like to emphasize that, although the gambling industry is controversial in the world, in Mexico it is completely legal and operates under strict regulatory oversight from all levels of government, especially from the Ministry of the Interior and the Ministry of Finance. We have all the documents issued by the Mexican government that clear us of the false accusations of the media and prove the fulfillment of all our legal obligations. The Mexican government even granted us Mexican citizenship and the corresponding passports, which would be legally impossible if we had criminal records. Therefore, it is clear that the media articles are completely false and come from unknown sources.

Finally, I would like to inform you that, in order to verify whether the United States government was conducting any investigation or legal proceedings against me and my brothers for possible illegal activities – which could prevent us from obtaining a visa – we contracted the law firm TRANSPARENCY ADVISORS based in Miami, Florida, represented by CARLOS ROSERO. In May of this year, he issued the attached affidavits, which show that there is no such procedure against us.
For all of the above, and since my brothers and I need a tourist visa to enter the United States of America, we ask for your understanding and assistance in connecting us with the competent immigration authorities.
