Business associations and the American Chamber of Commerce are asking the government to allow the import of waste, banned since 2013. According to them, waste used by all of Europe or its neighbors could save the recycling industry from bankruptcy, as well as reduce pollution for manufacturing industries. Their request was supported this time by the Democratic Party, which opposed this process in 2016.

'The recycling industry, the main link in waste treatment, is disappearing.' Based on this argument, business associations and the American Chamber of Commerce asked lawmakers to allow the import of waste that is part of the EU Green List.

"We used to have 60 companies, today we only have 10 companies. Today the recycling industry is suffocated," said Vullnet Haka.

Summoned to a hearing at the Natural Resources Committee to discuss the draft law 'On Integrated Waste Management', the recycling industry said that they are being denied the raw material for their activity.

" You have provided for recycling in the law, but is there a recycling industry without raw materials? This ban is a major obstacle, we cannot move forward without the recycling industry ," said Reshat Mansaku, representative of the manufacturers' association.

Manufacturing industries such as cement require that waste, which is also allowed in the EU, be used as fuel instead of oil waste.

" We have proposed to allow the import of two types of green waste lines for use in the cement industry. Instead of the petroleum coke that we use today, we will burn 'RDF, 'SRF and fly ash, which are paper, cardboard, plastic and waste from thermal power plants. These are wastes allowed in the EU, they are not allowed, " said Dritan Nako from the American Chamber of Commerce.

This demand from businesses also made the DP "twist" and change its 'plate'. Almost a decade after they announced a 'referendum' to ban waste imports, the situation has completely changed, as the DP now supports waste imports.

" Why are we hindering it? What is the reason? Because there are no capacities to monitor it. We cannot suffocate the recycling economy with Article 72 that you have provided for in the law. Let's review this draft, so that we can also introduce the required elements, so that the industry can function, so that we do not lead it to bankruptcy, " said DP MP Blendi Himçi.

The industry's request was supported by deputies even within the ranks of the Socialist Party.

" But when everyone uses them, why don't we allow them? We need to look carefully at this issue, and assess the impact of the industry. They can't block the industry for bureaucratic reasons. Why should we be the flag bearers when these wastes are also allowed in the Balkans ," said SP MP Vullnet Sinaj.

But why does the Ministry of Environment not allow the import of waste that is used in EU countries and the Balkans?

"We have assessed that we still do not have all the capacities and mechanisms for controlling and monitoring this waste. RDF is a secondary raw material but it is waste. Then we think that the moment the separation of waste at source begins, there will be raw material for burning from our waste, and this is another reason", said Elvana Ramaj, Director for Circular Economy at the Ministry of Environment.

This initiative was also discussed in 2016, when at that time the Socialist Party MP Eduard Shalsi proposed to allow the import of waste that is part of the EU's 'Green List', which lists waste from iron, aluminum, animal and poultry waste, plastic waste, ash, ceramic waste, etc.

The import of waste was allowed until 2013, but was banned immediately after the Socialists came to power.
