Experience has shown that if Edi Rama escorts any of his subordinates out the door as useless, there is likely a group of prosecutors waiting behind that door to attack their next prey with the entire arsenal of criminal charges given to them by the new justice law.

Before Lefter Koka's arrest, his brother told how Prime Minister Rama had asked him to hand over the Durres mandate on the pretext that the Americans were demanding it. But Koka is still imprisoned and bears the heaviest burden of corruption with the incinerators.

Before SPAK requested Arben Ahmetaj's arrest, the former deputy prime minister confessed how Edi Rama's grudge against him and the vengeful murmurings between his teeth that "they would take him to hell" were openly discussed in party meetings.

Similar was the experience of Erion Veliaj, who, before being imprisoned, realized how his relationship with Edi Rama had cooled, while the latter retouched their joint photo, openly criticized him at party meetings, and began to strip him of the duties he had previously entrusted to him in the party, until one day police officers appeared in his office with an arrest warrant.

When you understand how the SPAK investigation accelerates from the moment he leaves the party, it must have been difficult for Arbjan Maznik to digest these days his dismissal from the post of Minister of Local Government and his replacement with Ervin Demon. Not mentioning his name in Rama's speech, leaving him without a concrete commitment and avoiding government affairs, at times like these can be interpreted as a wink towards prosecutors. Abandonment from Rama's attention risks turning Maznik immediately into food for a mechanism that does not move, if the party still needs you.

Of course, suspicions are not raised without reason. About three months ago, in June of this year, SPAK revealed during a communication with journalists that a minister in Edi Rama's government was under investigation. The interest in a specific name was not answered, but immediately the name of Arbjan Maznik was speculated in the media.

He was first in SPAK in June 2024, in a questioning session that lasted about three hours. It was a time when several scandals had engulfed the Tirana municipality, in particular the corruption of the municipality's directors with the company "5D".

It was this corruption affair that first linked his name to the work of investigators. The first suspicions were of abuse of office while exercising his functions in the Municipality of Tirana. The BKH officers called him in for questioning at a time when the opposition's denunciations were focused on the affairs of the directors of the Municipality of Tirana.

But the investigative work did not stop there. Three months before the May 11 elections, while Mazniku was leading the SP team in Elbasan, officers from the National Bureau of Investigation (BKH) went further, showing up with a search warrant at his apartment, with the aim of seizing possible evidence.

The specific details of the evidence seized are not yet known, but the investigation into Mazniku was reported to be two-pronged. One part is related to a suspected fictitious tender procedure for the reconstruction of the “Xhon Belushi” street in the Fresku area, during the time when Mazniku held the position of deputy mayor. He has already been questioned by the Tirana prosecutor’s office on this matter.

But more problematic for him is another file on conflict of interest, a case reminiscent of the benefit scheme that former Minister of Health Ilir Beqaj had set up with his wife's restaurant "Gzona".

The investigation focuses on contracts between the Municipality of Tirana and the restaurant “The Home”, a private entity co-owned by Maznik’s wife, Mrs. Marinela Lika. According to preliminary investigations, during the years 2021–2022, the restaurant had benefited from around 800 thousand euros through tenders won by the Municipality of Tirana and the public company “Tirana DC”.

Everything would have been a normal business for Marinela Lika if, during the time the restaurant won 800 thousand euros in tenders, the one signing for this money in the account had not been Arbjan Mazniku, who held the position of Chairman of the Administrative Council of “TiranaDC”. The open conflict of interest was similar to the scheme of Ilir Beqaj’s “Gzona”.

Mazniku held the position of chairman of the Administrative Council of "Tirana DC" until August 2024, two months after he was summoned to SPAK. In September, the restaurant was placed under a security measure for non-payment of taxes.

It must be said that in addition to the bribes with the Municipality's money, Arbjan Maznik's attack is also seen as connected to the close, friendly and professional relationship with Erion Veliaj.

Since the early years of Mjaft, Mazniku has been among "Lali's" closest companions in the G99 project, then in his political journey in the Socialist Party and in his collaboration in the Municipality of Tirana. Finally, from the intercepts that SPAK released of Veliaj's phone calls from prison, he emerges as a trusted contact of the mayor, as a close friend who is called "Arbi i madh" for short, and as the man who served to pass on Veliaj's messages from prison to Edi Rama.

Therefore, the dismissal of Maznik from the government, the absence of a concrete position and the omission of him from Rama's speech do not seem to be a coincidence. These are political acts that almost always result in coordination with the controls by BKH agents and the aggressiveness of SPAK investigations, all in the wake of the elimination of Erjon Veliaj's loyalists, who are no longer found in the parliamentary group or in the Municipality of Tirana./Lapsi.al
