Electoral Reform, Celibashi: Political parties should not dominate the

The Head of the Central Election Commission (CEC), Ilirjan Celibashi, invited to the show "Log." on News24 , spoke about the need for an electoral reform that will be discussed and undertaken in the future, emphasizing the importance of separating political parties from direct control over the administration of the electoral process.

“I am for this, parties should not have as many rights in the administration of the electoral process as they have today,” declared Celibashi. According to him, while parties should not be completely excluded from the administration of second and third level electoral commissions, they should not be the main actors in this process.

Celibashi proposed that the administration in the CEAZ and polling stations should no longer be in the hands of party representatives, but of individuals outside the party structures. “Parties could have observers with some more rights than other observers, or a share of the membership in these commissions,” he added.

He also expressed skepticism about the idea of exclusive administration by civil servants or public administration employees. “I am not very fond of the idea of a majority with an administration with civil servants or those who work in the Albanian public administration, not only them,” Celibashi said.

Speaking about the role of the opposition, he admitted that while he personally has no problem with this model, the situation may be more challenging for the opposition.
