
Parliament resumes/ Debates and restrictions expected to be imposed on MPs


On Monday, parliament returns for its final session, with limited decision-making activity due to the May 11 elections.
Parliament returns on Monday, in the last session for this legislature, as on May 11 Albanians will head to the ballot boxes to elect 140 representatives for the next 4 years.
The session on January 20 will be ceremonial, where only the Speaker of Parliament Elisa Spiropali and the leaders of the parliamentary groups will speak.
But the work will begin later, when the first parliamentary session on the agenda will pit the majority and the opposition against each other in a vote on whether or not to send the mandate of socialist Vullneti Sinaj for review to the Constitutional Court.
Also, another issue that will not be left unmentioned by the Democrats will be Gazment Bardhi's proposal that MPs self-declare whether or not they have used the SkyEç and Encrochat applications.
Although this parliament remains in office until September 10, its work has a series of limitations sanctioned in the Electoral Code and the Constitution.
Officially, the Assembly is not dissolved, but during the electoral campaign period from April 11 to May 11, there are no committee meetings or plenary sessions.
The electoral code also stipulates that throughout this parliamentary session, parliament cannot adopt laws that bring benefits to certain categories of society, such as salary or pension increases, as this is considered a campaign maneuver.
According to the Constitution, this Assembly cannot issue laws during the period 60 days before the end of its mandate, during the period from July 10 to September 10.
Changes to the electoral code to facilitate the diaspora voting process in the May 11 elections may be the last time that the SP and DP combine votes before starting the electoral battle.
