Political parties and their candidates continue not to implement the Electoral Code when it comes to electoral expenses. Even the audit of the money spent during the local elections of 2023 highlighted that over 90% of the competing entities have problems with their declarations. For this, the CEC has asked KAS to impose fines, amounting to several million ALL, reports A2.

The audit of the expenses of the political parties during the 2023 local election campaign brings out problems for the political parties again. At the proposal of the head Ilirjan Celibashi, the Central Election Commission has come out with a special draft decision where it demands the fining of almost all contestants in the elections, where the heaviest fine goes to the big ones, the Socialists and the Democrats.

Specifically, for the Socialist Party, the CEC proposes an administrative sanction for refusing to cooperate with CEC audits, a fine of up to 3 million ALL. But in addition to the subject, the CEC wants to fine 9 candidates for mayor who had received as electoral gifts items or monetary amounts above the allowed value of 50,000 ALL, writes A2.

The case of the Democratic Party, reports A2, is more complicated since Sali Berisha will have to pay the fine for actions during a period of time in which he did not lead the subject, as Lulzim Basha's people were responsible. Specifically for the DP, the Central Election Commission proposes two fines which together amount to 4 million lek.

Ilir Meta is expected to be fined 1 million lek for the late delivery of the financial report, while another 32 fines are for the mayoral candidates of the Freedom Party, most of whom are from Berisha, since in the absence of a party logo at the time, he ran for them in the name of the allied party. According to the CEC, these candidates have received gifts beyond the limit set by the law.

Now these proposals of the State Election Commissioner will be considered by the Appeals and Sanctions Commission, which will decide how much both the parties and the candidates will be fined.
