From being sentenced to "Death by Shooting" for the alleged assassination attempt on Ramiz Ali, to the President of the Court of Vlora and today dismissed with a final decision, for wealth with unjustified sources.
This is the unusual story of Skënder Haluc, former president of the Court of Vlora.
The Military College of the Supreme Court sentenced Haluc to death on the charge that he was part of a plan to assassinate Ramiz Ali, during the tour of visits he made in 1983 in the north of the country.
There are claims that Ramiz Aliaj intervened by sparing the life of Haluc, who was sentenced to 25 years in prison.
However, Haluci himself, denying his involvement in the alleged assassination, has affirmed that he escaped the shooting, since at that time 6-7 people were shot in Has and Tropoja, which had created dissatisfaction among the people.
Skender Haluci was appointed a judge in the Court of Vlora in 2011 and in 2014, he was promoted as the president of this court.
On March 5, 2020, the Veting Commission (first instance) decided to dismiss Haluc from office, with the argument that it does not justify assets worth about 70 million lek or 700 million old lek.
The judge disputed Veting's findings.
"At the age of 23 I was sentenced to death by the previous regime, this is worse. You are accusing me of what I did not do," Haluci said.
Judge Skender Haluci appealed the decision of the Special Appeal Board.

Në vendimin e zbardhur ditët e fundit, rezulton se trupa gjykuese ka qenë e unifikuar për shkarkimin nga detyra të kryegjyqtarit të Vlorës.
Trupi gjykues kryesohej nga Albana Shtylla, Sokol Çomo relator si dhe anëtare Mimoza Tasi, Natasha Mulaj dhe Rezarta Schuetz.
KPA ka konfirmuar procedurën e ndjekur nga KPK-ja dhe përgjithësisht konkluzionet për pasurinë, që çuan në shkarkimin nga detyra të gjyqtarit Haluci.
Sipas dy vendimeve, KPK-së dhe KPA-së, Skënder Haluci nuk justifikon pjesërisht me burime të ligjshme të ardhurash, pasuri si: Lokal që e ka shitur në vitin 2003, dyqan me vlerë 60 mijë USD, tokë arë 890 m2 blerë në 1999, shtëpi 3 kate ndërtuar pa leje mbi një sipërfaqe tokë arë 1.400 m2, ku sipas KPK-së, gjyqtari ka deklaruar vetëm tokën në vlerë deklaruar në vlerën 140.000 lekë. Sipas KPK-së, pasuria, toka dhe ndërtesa kanë një vlerë prej 37,945,600 lekë ose rreth 350 mijë USD, që është fshehur nga gjyqtari.
Gjithashtu, sipas organeve të Vetingut, Haluci nuk justifikon apartament 106 m2 në Tiranë, në emër të bashkëshortes, blerë me çmim favorizues 1,600,000 lekë, në vitin 2003, kur vlera reale është gati 3 herë më e lartë, si dhe apartament 65 m2 në Tiranë, blerë në vlerën 3,000,000 lekë, në vitin 2000,
