The arrest of the general secretary of the Ministry of Health, Joana Duro, by order issued by SPAK, comes in the wake of several detentions of officials in the country. Duro was arrested for corruption and abuse of office.

Through an announcement made public today by the Special Prosecutor's Office against Crime and Corruption (SPAK): Joana Duro has received 330 thousand new lek to favor an economic operator in a "Supervision for the reconstruction of some Health Centers in the districts" tender Tirana and Durrës".

The tender in question is: Lot.1 "Supervision of the reconstruction of some HCs in Tirana and Durrës districts" and its value in the last update is 6 million ALL.

The limit fund of the tender was 805 thousand 872 ALL, but the contract was closed with 6 million, which is the value of the offer of the winning company. The winner had an offer of 80% of the limit fund.

The winning firm is "DRICONS", owned by Vladimir Topi, with a bid of 6 million old ALL. So the final value of the tender is 6 million ALL, while Duro received 3 million ALL as a bribe, i.e. half of it.

Duro has favored one of the companies that competed, to give him the tender, and for this they gave him 3 million ALL, that is half of the value of the tender.

The General Secretary of the Ministry of Health, Joana Duro, was arrested a day ago by order of the Special Prosecutor's Office (SPAK), under the charge of corruption and bribery, and with her another employee of the Ministry of Health, Laureta Sheto, has fallen into handcuffs on the same charge. The two Health officials were under surveillance and were arrested in the act this evening. It is suspected that the two arrested women abused a tender worth 2 million lek, while the Special Prosecutor's Office has not yet issued an official notification about the case.
