IMF: PPP contracts in Albania are politicized, monitoring is lacking

Public-Private Partnerships (PPPs) are increasingly becoming an important tool for some Western Balkan countries to reduce their infrastructure gaps, but the lack of legislation and its weak implementation could turn these projects into a risk for fiscal stability, evidences a recent study "The future of PPP contracts in the Western Balkans" by the International Monetary Fund.
The comparative study points out that Albania has made progress in the legal framework of PPP contracts in relation to other countries in the Region and also has a ceiling for their annual financing, but the process is politicized.
"PPP legislation in Albania, Bosnia, Kosovo and Montenegro explicitly requires the approval of the Minister of Finance for PPP projects both before the start of procurement and before signing the contract. In Albania, however, PPP decisions remain highly politicized in practice," the study states.
Practices have shown that there are economic benefits when PPP projects are well conceived and implemented, but they also carry the potential for large fiscal risks and cost overruns if not well managed.

Në Shqipëri njësia e PPP-ve është në varësi të Ministrisë së Financave, por nuk është zyrtarisht i mandatuar me funksione të menaxhimit fiskal. Në Maqedoninë e veriut njësitë PPP duket se kanë role këshilluese.
Në Malin e Zi, një agjenci është ngarkuar të mbështesë promovimin e PPP-ve (Agjencia e Investimeve Malazeze) me një rol në përgatitjen e projekteve, por jo në prokurim.
Në Turqi nuk ka një njësi qendrore për PPP-të, por Departamenti i Buxhetit ofron mbështetje teknike (analizë dhe vlerësim të projekteve) në kuadër të programit të përgjithshëm të investimeve publike i cili përfshin PPP-të.
Njësitë e PPP-ve në Kosovë dhe Serbi i kryejnë të dyja funksionet, promovimin dhe menaxhimin fiskal.
FMN vë në dukje se në disa vende, kuadri ligjor i PPP -ve mbetet i fragmentuar, teksa shumica e vendeve duhet të krijojnë procese të integruara të planifikimit të investimeve publike për identifikimin e projekteve prioritare.
