Bashkim Ulaj appropriated 800 thousand euros to cover a pit in Salillar, two abusive tenders 14 million euros for 1 service

In January 2021, a part of the road in Borsh was damaged by the rains.
For such slippages in this road axis, the Albanian Road Authority had thought in 2017, finalizing a maintenance tender, worth about 13 million euros.
But, surprisingly, ARRSH quickly opened a new tender to stabilize this road segment from landslides, even though the money was once allocated for such possible landslides.
On May 19, 2021, the Albanian Road Authority, at that time headed by Ergys Verdho (then head of KESH and currently director of the Railways), announced the winner of Bashkim Ulaj's Gener 2 company, for the emergency tender: "Borshit Slide. Turnkey contract", with a limited fund of around 1.3 million euros.
The procedure is characterized by a lack of competition. Only the winning company participated in the tender, raising suspicions that the emergency procedure was used to avoid a real competition and to predetermine the winner.
The company Gener 2 of Bashkim Ulaj presented an offer very close to the limit fund, worth 1.3 million euros. The offer close to the fund limit is a product of 'emergency' and lack of competition, as the bidding company is not afraid of other lower offers.
In January 2023, KLSH carried out an audit of the financial activity of ARRSH.
Apart from others, KLSH found abuse with the implementation of the contract by Gener 2, to stabilize the road erosion.
The economic damage was calculated by KLSH to be around 800 thousand euros, i.e. more than half of the value of the tender, through unfinished works, cost inflation, manipulation of the project, deformation of the works estimate, etc.
As we pointed out at the beginning, this story of abuse of public money is not as simple as it seems.
In April 2017, the Albanian Road Authority, at that time headed by Dashamir Xhika, announced Pëllumb Salillari's Salillari company as the winner of the tender worth about 13 million euros, for the maintenance of the Vlorë-Saranda national axis, which also includes the Borshi road.
In compliance with the contract, Salillari first intervened in the collapsed part. But since the first surface intervention was not stabilizing the road and the cost was increasing, ARRSH entered the game with the big bag of public money, making two dubious tenders for one service.
In every field of business there is also a risk of possible loss. Only in road tenders, no company risks ever losing, but with guaranteed profit from the time the tender is announced.
In cases where a tunnel or road collapses, ARRSH is ready with a bag of money in hand, reassuring the contractor, who in most cases is one of the 7-8 oligarchs
However, Borshi's case is unprecedented and a challenge for SPAK. Two tenders have been made for one service.
And as if two predetermined tenders and with a winning bid almost equal to the limit fund were not enough, the money was stolen during the distorted implementation of the contract.
The theft was detected by KLSH, the highest financial control body in the country, just as SPAK is the highest investigative structure.
Salillari, during the last years, has received over 200 million euros in public tenders, of which about 85 million euros from ARRSH. The tenders were signed by all the directors of ARRSH, such as those who are currently in prison, those who have been in prison and have been released, as well as those who are expected to go to prison.
In most of the tenders, Salillari has stolen public money, presenting situations for unfinished works.
The unfinished works have been certified mainly by his 'puppy', Etnetela Çano, also known as Salillar's personal supervisor, with the company A & E ENGINEERING sh.pk. The oligarch's 'puppy' has also certified the works on the Korçë-Ersekë road, which has already been 'handed over' to SPAK.
Meanwhile, Bashkim Ulaj is probably the biggest beneficiary of all time of money and public assets.
Including the Milot-Fier concession, his benefits from public money are expected to exceed 1.3 billion euros, not counting the abusive hydropower plants in Valbona, the quarries in Krujë, the optical fibers, the towers or the attempt to launder 32 million euros with the fake company DH Albania . Not counting plans for some new concessions. After the aboveground, the underground is intended.
