GJKKO rejects Fran Marashi's request to oppose the "41 biss" regime

The Special Court against Corruption and Organized Crime has declared inadmissible the request of Fran Marashi , sentenced to life imprisonment for the "Kuçova Massacre", regarding his opposition to the special regime in the high-security prison.
Marashi went to court on January 30, 2026, requesting the annulment of an order of the Minister of Justice of December 2024, by which he was placed in a special regime for the exercise of his rights in prison.
After consideration, the panel of judges headed by Judge Erjon Bani decided not to accept the request, arguing that the case had become devoid of purpose. The decision is dated February 20, 2026.
According to the court, Marashi has the right to appeal this decision within 15 days to the Special Court of Appeal for Corruption and Organized Crime.
Fran Marashi is serving a life sentence in a high-security institution.
