DECISION/ After about a year of blocking, full access to TikTok is restored in Albania

The social network "TikTok" will be accessible again throughout Albania, after about a year of blocking. This measure was imposed by the government a few months after the murder of 14-year-old Martin Cani by his peer, following a fight that started on this platform.
The Council of Ministers today approved the decision to restore the application, which had been blocked since March 13, 2025.
The decision states that "the National Cyber Security Authority (AKSK), in cooperation with the relevant regulatory entities, will take the necessary actions to lift the measures to interrupt access to the platform."
Prime Minister Edi Rama had stated that the closure of TikTok was a temporary measure and that the application would be reopened as soon as an agreement was reached with the Chinese company to install filters, to minimize the potential negative impact on the psycho-emotional health of children.

In accordance with Article 100 of the Constitution, Articles 10, points 1, 26, points 212, points 2, 174, 177, point 5, of Law No. 54/2024, “On Electronic Communications in the Republic of Albania”, Articles 32, points 4, 32/1, 42 and 46, of Law No. 97/2013, “On Audiovisual Media in the Republic of Albania”, as amended, and point 4, Article 27, of Law No. 18/2017, “On the Rights and Protection of the Child”, upon the proposal of the Deputy Prime Minister and Minister of Infrastructure and Energy, the Minister of Education, the Minister of Justice, the Minister of Internal Affairs and the Minister of Health and Social Welfare, the Council of Ministers
1. Lifting the temporary measures to interrupt access to the on-line platform "Tik Tok" in the territory of the Republic of Albania, after addressing the issues in the field of public and social security in the digital environment.
2. The National Cyber Security Authority (NKSA), in cooperation with regulatory bodies in the field, takes the necessary actions to implement the lifting of measures to terminate access to this platform, while also respecting the legal provisions for the protection of personal data, in accordance with the legislation in force in the territory of the Republic of Albania.
3. Decision no. 151, dated 6.3.2025, of the Council of Ministers, "On taking temporary measures to avoid the negative impacts of the on-line platform "Tik Tok", is repealed.
4. The Ministry of Education, the Ministry of Justice, the Ministry of Infrastructure and Energy, the Ministry of Internal Affairs, the Ministry of Health and Social Welfare, the National Cyber Security Authority, the National Information Society Agency and the sectoral regulatory authorities are responsible for the implementation of this decision.
