During an official visit in early April to the autonomous Serb entity of Bosnia and Herzegovina, Republika Srpska, Anna Lührmann (The Greens), Minister of State for Europe in the German Foreign Ministry, faced serious threats from representatives of nationalist President Milorad Dodik.

Initially, she was informally denied the right to re-enter the territory of Republika Srpska, then threatened that her safety could not be guaranteed, and finally, the authorities threatened to use force if she did not leave immediately.

“We were told we had to leave immediately, otherwise violence would be used,” Lührmann said in an interview conducted for Deutsche Welle by correspondent Tina Gerhäusser. The visit was part of a diplomatic tour to support Bosnia and Herzegovina’s European Union membership prospects.

Signal for Brussels and Berlin

Lührmann called the incident an attack on European values: “Treating a representative of a partner country like Germany in this way is a sign of weakness,” she said. She added that she had received many messages of solidarity, including from citizens of Banja Luka, who had distanced themselves from Dodik’s actions. “This is not the real Bosnia,” some wrote.

Dodik isolated – and provocative

According to Lührmann, Dodik is blocking reform and leading the country towards isolation. There is an arrest warrant against him by the Bosnian authorities, due to his refusal to appear at hearings on his actions on the division of the territory and the change of the constitution. “We expect the local authorities to act. EUFOR is not responsible for this according to its mandate,” the minister said.

No chance of unification with Serbia

Lührmann categorically ruled out the possibility of Republika Srpska joining Serbia: "It would be contrary to the Dayton Agreement, the constitution and the will of the majority of citizens. Even in his parliament there is no majority for these plans."

Germany supports the path towards the EU

The minister underlined that Germany is a strong supporter of Bosnia and Herzegovina: "We have helped the country obtain EU candidate status. We have prepared a large financial package within the framework of the growth plan for the Western Balkans." But, she stressed, the blockages by Dodik prevent the country from moving forward.

Asked if she would return to Republika Srpska again, despite being declared persona non grata by Dodik, Lührmann replied: "Yes, because this decision does not belong to Dodik. He has no right to determine who enters Bosnia and Herzegovina. I want to return, meet the people, listen and show that Germany is on their side."/ DW
