The 10th meeting of the Three Seas Initiative began on Monday in Warsaw, while the main plenary session with heads of state and government will be held at the Royal Castle in the Polish capital this Tuesday. According to the presidential spokeswoman, Diana Głownia, a total of 23 delegations will participate in the summit, including 12 presidents. The summit will also include representatives from the US, Japan and other non-European countries, including Arab states.

Established at the initiative of the Polish and Croatian Presidents, the Three Seas Initiative is an economic partnership between mainly former communist countries that aims to develop three main sectors: transport, energy and technology.

The Three Seas Initiative is also known as the Baltic, Adriatic and Black Sea Initiative, or simply the Three Seas – an international economic and infrastructure initiative that unites 12 EU countries located near the Baltic, Black and Adriatic Seas – Austria, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia.

The initiative initially brought together 12 EU member states: Austria, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia.

In 2023, the group expanded to include Greece and now has 13 participating countries and two associated participating countries – Ukraine and Moldova. The Three Seas Initiative’s strategic partners are the United States, Japan, the European Commission and Germany.

In his opening remarks, Polish President Andrzej Duda emphasized that, “This year's summit is particularly important due to the current geopolitical situation and the war taking place across Poland's eastern border.”

Currently, the list of priority projects of the Three Seas includes 143 initiatives. Among the most important for Poland are: gas interconnectors with Lithuania and Slovakia, the Via Carpatia motorway, the railway corridor of the TEN-T core network Baltic-Adriatic and Rail-2-Sea – a railway connection between the ports of Gdańsk and Constanta.

The Three Seas Initiative is a platform for cooperation between the presidents of several countries located between the Adriatic, Baltic and Black Seas. Its aim is to strengthen the cohesion of the European Union by strengthening infrastructural, energy and economic cooperation of the Central European countries.

"There is no doubt that the Three Seas Initiative has become the most important platform for regional cooperation in our part of Europe and, I believe, in the European Union. We are the driving force of the European economy and a very attractive destination for investment in these challenging times," the presidential office said in a statement.

According to Duda, the Three Seas region is now home to 120 million people and shows a high dynamic of economic growth.

“Today, the Three Seas Region is one of the fastest growing regions in the world, with a projected GDP growth of 35% by 2030. This cooperation is creating strategic transport routes such as Via Baltica, Rail Baltica or Via Carpatia – corridors connecting Central Europe with the rest of the continent and a gateway for investments from the Middle East and Africa,” said Duda.

Ukraine and Moldova are associate members. The initiative's strategic partners are the United States, Japan, Germany, and the European Commission. The initiative aims to foster regional dialogue on various issues.
