Decrease in fuel consumption, 7% less revenue from turnover tax last year

High fuel prices last year seem to have shrunk consumption of oil and gasoline products, as the state budget collected less revenue from the Road Traffic Tax.
According to data from the General Directorate of Taxes, last year 18.2 billion were collected from this tax with a drop of over 7 percent compared to 2021 where 19.7 billion were collected.
Sales tax revenues have a strategic position in tax revenues as they account for nearly 10% of total tax receipts.
The sales tax on gasoline and diesel is 27 lek per liter for gasoline and 27 lek per liter for diesel. This tax is paid for the amount of gasoline and diesel imported or produced in the country, with the exception of the amount of gasoline and diesel produced in the country, but exported outside the territory of Albania
In 2022, the Ministry of Finance had planned to collect 23.4 billion ALL from the turnover tax, but 18.2 billion ALL have been collected, with a non-realization amounting to 5.2 billion ALL or 22.0% less. Compared to the same period in 2021, revenues were 1.5 billion less.
The circulation tax aims to collect revenue from transport users and the tax is levied during the purchase of fuel, for each liter consumed.
