A British TV presenter has lodged a formal complaint that she can no longer relax in her garden for fear of being spied on by her neighbor who added a new balcony to the building.

Celia Sawyer, host of the interior design program "Mrs Bling", is involved in a fierce privacy battle with her millionaire neighbor.

She accuses Neil Kennedy of breaching building regulations at his luxury villa overlooking Poole Harbor in the affluent Dorset area in southern Britain.

Celia and her husband Nick had not objected when Kennedy sought to demolish and rebuild his house next door to theirs, but now the couple say he has not adhered to the plan of the original proposal.

One of their concerns is an extension to a balcony that overlooks their garden.

57-year-old Celia says that she already feels very uncomfortable when she goes out in a bikini on her sun lounger.

The couple also complain that windows have been added to the house built by the neighbor, which look directly into their house.

While they report that a heat pump has been added to the roof without a building permit.

The conflict has disrupted the quiet millionaire's alley near the Royal Motor Yacht Club in the Sandbanks area.

Celia says that she bought her house with her husband for about 3 million euros in 2007, while now the property is worth more than 5 million.

She demands action against Mr. Kennedy, whom she accuses of "violating many building codes."

Celia says: "His additions cover all the balconies and we no longer have privacy, he says they are for maintenance but if he stands there and sees from the garden of our house, this should not be allowed".

Mr Kennedy has not commented on the case, while his aide Martin Hanham blames the construction company.

Hanham said: "My client is not a builder ... he knows there have been minor changes made during construction which have received approvals and others are pending."
