Tomorrow the Spanish Parliament will discuss the initiative of the parliamentary group of Catalan separatists "Together for Catalonia" (Junts per Cataluny), which demands "recognition of the Republic of Kosovo as a sovereign state by the State of Spain".

"The Congress calls on the Government to recognize the Republic of Kosovo as a sovereign state", says the proposal of the initiative of the deputies of the party founded by the former Catalan president, Carles Puçdemon.

In the clarification of the initiative published in the official notebook of the Assembly, it is said that Kosovo "is a state in the Western Balkans with an Albanian Muslim majority, a legal and democratic state with about 1.7 million inhabitants that declared independence from Serbia in 2008 and was recognized as an independent state by 104 out of 193 countries".

It is added that Kosovo is recognized by 22 EU members and only five are not, including Spain, along with Cyprus, Greece, Romania and Slovakia, and that the International Court of Justice decided in July 2010 that Kosovo's declaration of independence has not violated international law.

Remembering that the Spanish government in October 2021 declared that "Spain remains of the position that it does not recognize the unilateral declaration of independence" of Kosovo because it is a "unilateral act", the Joint MPs for Catalonia emphasize that "it is time to do significant efforts to resolve the issues of the territory of Kosovo within the dialogue between Belgrade and Pristina with an agreement in accordance with international law".

"The Spanish refusal to recognize a state that has exercised its legitimate right to self-determination is an obstacle to the European policy of the inclusion of the Western Balkans in the EU and a factor in the destabilization of the region in a context marked by the war in Ukraine, which this part of Europe experiences it with special anxiety", say the Catalan MPs in their explanation.

In this sense, it is emphasized, "it is not acceptable for the Spanish state to share the same strategy of refusing to recognize Kosovo, as Russia, China or Belarus".

From January 2024, Spain is obliged to recognize Kosovo's passports in accordance with the EU regulation with which "the Balkan state joined the short-term visa exemption regime in the Schengen area", as well as that it already has indirect relations with Kosovo because the EU has signed the Stabilization and Association Agreement with Kosovo, which means different types of relations with the member states.
