Lack of an Assembly, Kosovo risks EU funds and reforms

On Tuesday, the eighth attempt will be made to constitute the Assembly of Kosovo by electing the new head and presidency of this institution. While the parliamentary parties simultaneously express their will and accuse each other of deadlock, time is running out for some reforms and approval of agreements that would benefit the citizens.
The consequences are considered serious, while urgent topics such as the increase in the cost of electricity, which has brought citizens to the streets to protest, are not being addressed.
"The consequences are on two levels, on the external level in the external sense that there is no constituted Assembly and a Government that would pursue a foreign policy is not produced, while on the internal level all reforms are stopped, some that have started and some that can be started in the economic, social and daily life levels of the citizens of Kosovo," says Naim Jakaj from IKL.
The Assembly would also have to fill several vacant board member positions that remain in several institutions under its jurisdiction.
"Today we are missing two members in the Constitutional Court, two members in the Independent Media Commission, two members in the Pension Savings Fund Board and several collegial bodies, and the Assembly should be responsible and guilty that these bodies have been left without representatives," adds Jakaj.
Unlike Albania and North Macedonia, Kosovo has not yet benefited from the pre-financing phase of the European Union's Growth Plan for the Western Balkans. This is related both to the engagement in the dialogue with Serbia, but also to the fact that the loan agreement has not yet been ratified by the Parliament.
"Kosovo still cannot access European Union funds due to an agreement that the Kosovo Assembly has not ratified, and if this continues to happen and the Assembly is not constituted, these funds may be delayed and lose their value even if they are received after a certain time," Jakaj emphasizes.
In the February 9 elections, the Vetëvendosje Movement came first but has not yet managed to secure 61 votes to elect the Speaker of the Parliament, while the parties that were in opposition until yesterday refuse to vote for Albulena Haxhiu as a candidate for this post.
