"Parties in Kosovo should resolve the political impasse"/ Kaja Kallas gives the news: The EU has started lifting punitive measures against Pristina

The European Union's foreign policy chief, Kaja Kallas, has called on parliamentary parties in Kosovo to cooperate to unblock the political deadlock in the country, and said that the European bloc has already begun lifting punitive measures against Pristina.
Speaking at a press conference in Pristina, on her first visit to Kosovo, Kallas said that the European Union is ready to support Kosovo, but political party leaders must put aside divisions and prioritize Kosovo's future.
"The formation of a new Assembly and a new Government is essential for the stability, growth and European future of Kosovo ," said Kallas.
Kosovo is unable to establish its new institutions even three months after the February 9 parliamentary elections, because no party won the majority needed to govern alone.
Since then, MPs have gathered 19 times in the Kosovo Assembly in an attempt to constitute it, which is a necessary step towards creating a new government, but have repeatedly failed as the candidate of the incumbent Prime Minister's Vetëvendosje Movement, Albin Kurti, has failed to obtain the 61 votes needed to be elected speaker.
Kallas made these comments before meetings with representatives of political parties and civil society organizations.
She will be received at a working dinner tonight by acting Prime Minister Kurti.
Asked about the punitive measures that the EU imposed on Kosovo in the summer of 2023, Kallas said that the bloc "has started to lift the measures, but it is important to understand at the same time that we do not want to see an escalation in the north."
"I am personally convincing member states that we should lift the measures on Kosovo, but some say that Kosovo should respect the Ohrid Agreement and the escalation in the north contradicts that. We are ready to take our steps, but we really need to see de-escalation in the north ," Kallas said.
She did not explain when the lifting of measures began and what measures may have been lifted so far, but added that "this decision opens the door to greater opportunities for Kosovo's development, but also for closer ties with Europe."
Kallas said that Kosovo and Serbia are equal partners at the dialogue table and that normalizing relations between them is the only path towards a "more secure and prosperous future for the peoples of this region."
" Stability depends on dialogue, not confrontation ," she stressed.
Asked about the Agreement on the Path to Normalization of Relations, known as the Ohrid Agreement – which Kosovo and Serbia agreed to in 2023 – Kallas said that it is valid and binding on the parties.
During her visit to Serbia on Thursday, Kallas said she intends to invite representatives of Belgrade and Pristina to Brussels " as soon as possible to talk about concrete steps forward."
According to her, the dialogue between Belgrade and Pristina on the normalization of relations is " a necessity to move forward " in that direction.
Kallas is staying in Kosovo as part of a tour of the European Balkans, which includes visits to Serbia and North Macedonia./ REL
