When the Italian journalist Giorgio Motola mentioned the gambling businessman Luftar Hysa and the meeting they had together in his office at the prime minister, Edi Rama initially made an effort to avoid this topic in the interview he had requested for Report, saying that he was they mentioned "names that I don't even know what they mean or who they are".
But when Motola went on to quote the Canadian media who wrote that Hysa allegedly laundered the money of the Mexican Sinaloa cartel through casinos and that he has opened one in Vlora, Rama was forced to give his version of the meeting. The Prime Minister revealed that in his office there had been talk about the casino that would be opened in Vlora and that the owners of Marina Bay had mediated for this.
"There (in Vlora) is an investment of a family from Vlora. His father is a well-known person in Vlora because he was one of the green activists against the Italian Petrolifera. He has become famous for this and his family has invested in one of the most beautiful hotels, bit by bit Marina Bay. Then those who I know because I am the deputy of Vlora told me we want to meet you because he is a cousin, or an acquaintance, I don't know, who lives in Mexico and wants to help us, give us a hand to manage the casino. I said yes. Come on. They came. I met them. They told me just what.. information on the possibility of such a thing and I told them we have a simple framework to stimulate 5-star hotels, which did not exist in Albania, we made a tax-free package for 10 years, VAT 6%, zero fees for building permits" explained Rama.
However, Rama wanted to minimize his relationship with Luftar Hysa, for whom he once blamed the media for throwing mud at him without doing any verification. "He (Hysa) came with them for this. I remember this. I have seen it once in my life. Then I saw that they opened it. that's it. Is he an investor, or an administrator or... I don't know," said Rama.
To Motola's questions about why a prime minister should meet with a businessman rumored to have ties to the Sinaloa cartel in Mexico, Rama replied that he happens to meet a lot of people. If it turns out later that they have problems with justice, that is a matter of justice.
But Rama's assertion that Luftar Hysa came to his office about the casino in Vlora is only one version. In an interview for Opinion a few years ago, Hysa said that the purpose of the visit was different. That had nothing to do with business, but with art.
"I wanted to meet Edi Rama for a very beautiful story that I like to share with you here. I have a great friend of mine who is from England. Actually from Scotland and lives in London. And this friend of mine is named Max Milligan. I lived with him in Peru for three years. And Mak, his brother was the director of SKY NE in England. Maksi is a photographer and makes books. He takes pictures and writes books. He has made books about Peru, Ghana, Ivory Coast, Iceland, Romania and this man always wanted to make a book about Albania and promote tourism. I have all the messages and conversations with Max on my phone. And me looking and seeing that Rama is also an artist and he likes this kind of field, I said that the only thing I could do is to propose this project that he could support. I found Rama through a German friend of mine, who is a good friend of Albania and I am proud to have him as a friend. And what I talked about to help Albania open negotiations. He had come for his own business and said, "Let me introduce you to the prime minister," Luftar Hysa said at the time.
The news that the money of the Sinaloa cartel was being invested in Albania's casinos was published in the Mexican media El Universal. In the center of the writing was Luftar Hysa and his brothers. According to one of the oldest Mexican media, they had direct connections with the leader of the cartel, Zambada García, known as "El Mayo". Hysa has denied the writings and claims they were sponsored by his rivals.
The day after the publication of the articles about him, a photo from October 2020 was published when he, together with Besnik Lulaj and a German deputy, was leaving the prime minister's building in Tirana. This was former CDU-SCU MP Mark Hauptmann. 2 months after the meeting, a license was granted for the casino in Vlora.
