Lala: Understanding that patronage is a perfect scheme built by the socialist majority, which has enabled a high number of mandates, has created fear of voting for other subjects. When citizens are asked who they voted for, they tell it off camera, but they were afraid that it would be discovered where they were sending their votes.

Crime has had its impact. In Elbasan, Sara Mila is a lady without any public contribution, but she turns out to be the most voted woman in the Elbasan district. How is it possible for a woman who was not known by 90% of the citizens?
