Eco Park's 15 million euro affair/ Is AKUK director Flowers Shoshi headed for arrest?

After more than five years, the Special Prosecution Office (SPAK) appears to have reached the final phase of investigations into the 15 million euro tender for the construction of an Eco-Park in the Porto Romano area, where there was once a dangerous urban waste field.
The head of SPAK, Altin Dumani, stated a few weeks ago in a reporting session in Parliament that " the investigation into the Eco-Park case is nearing completion and the prosecutor in the case will conclude on the materials administered ."
While Dumani was careful not to publicly comment on the progress of the investigations, " Boldnews.al " has learned that the criminal proceedings are in their final stages and, most likely, there will also be people responsible for the serious financial affair.
One of the people believed to have to answer for the dubious 15 million euro tender is Flowers Shoshi, the current director of the National Water Supply and Sewerage Agency (AKUK), the institution that carried out the procurement procedures for the Eco-Park.
Shoshi held the position of deputy director of AKUK in 2019-2020, a structure that was then called the National Water Supply, Sewerage and Waste Agency (AKUM). He turns out to be the main person responsible for signing the 15 million euro tender in the hands of the Italian company “De Mare srl”, closely linked to the incinerator companies, as well as the Albanian company, “Victoria Invest”.
At the time of the procedures, in late 2019 and early 2020, the National Water Supply, Sewage (and Urban Waste) Agency was headed by Alqi Bllako, who was arrested as soon as he took office as an MP, as part of the Special Prosecution's investigations into the Fier and Tirana incinerator case.
However, " Boldnews.al " has learned that the actions for the "Eco Park" tender were directed by Bllako's deputy at the time, Flowers Shoshi, as the head of the institution was not in office at the time.
According to a public biography , Flowers Shoshi is an engineer by profession and has worked for many years in the water supply and sewage company of Malesia e Madhe. In 2019, he was appointed deputy director of the National Water Supply Agency (AKUK) and, since June 2025, he has been appointed director of this important state structure.
Investigation into "Eco Park", following the reporting of "Boldnews.al"
Në shkurt të vitit 2020, Prokuroria e Posaçme nisi hetimin për procedurën me fond 15 milionë euro të Eco-Parkut të Porto Romanos, bazuar në një raportim të “Boldnews.al”, të datës 30 janar 2020, me titull: “Skandali/ Fituesi i tenderit 15 milion euro në Porto Romano u regjistrua në QKB 3 ditë para procedures”.
Në bazë të të dhënave zyrtare të siguruara nga redaksia, rezultonte se Agjencia Kombëtare e Ujësjellës-Kanalizimeve, e drejtuar në atë kohë nga Alqi Bllako, në datë 27 janar 2020 shpalli fitues të tenderit “Mbyllja e venddepozitimit ekzistues të mbetjeve të ngurta EKO-Park, Durrës”, bashkimin e dy operatorëve, konkretisht: kompaninë italiane “De Mare” srl, e regjistruar në QKR vetëm 3 ditë para tenderit, si dhe kompaninë shqiptare “Viktoria Invest International”.
Sipas njoftimit zyrtar të AKUM, tenderi ishte zhvilluar pa garë, më saktë me procedurën e “negociimit paraprak, pa shpallje”, nën argumentin e situatës emergjente të krijuar pas tërmetit të 26 Nëntorit 2019.
Megjithatë, “Boldnews.al” krijoi dyshime se procedura e ndjekur nga AKUM-i u aplikua, me qëllim që të shmangte garën në tenderin me fond limit 16 miliardë lekë të vjetra (pa TVSH), afërsisht 15 milionë euro.
Dyshimet
Në 18 Tetor 2019, regjistrohet në QKR “De Mare-Albania”, si dega e huaj e kompanisë e “De Mare” srl.
Në objektin e kësaj kompanie janë “drejtimi teknik dhe testimi, ndërtimi e menaxhimi i impianteve për llogari të vetën dhe të palëve të treta, private dhe publike, për ruajtjen dhe trajtimin e mbetjeve inerte urbane…., impiant të shkatërrimit termik dhe impianteve të rivlerësimit termik të mbeturinave, landfilleve, bonifikime…”.
Vetëm 3 ditë pas regjistrimit të “De Mare-Albania” si “degë e huaj” e “De Mare srl”, konkretisht në 21 Tetor 2019, Agjencia Kombëtare e Ujësjellës-Kanalizimeve dhe Infrastrukturës së Mbetjeve (AKUM) shpall tenderin për “mbylljen e vend-depozitimit të ngurta EKO-Park, Durrës”.
Tenderi u parashikua të mbyllej në datë 19 Nëntor 2019. Por, në kohën kur duhej të shpallej fituesi, Agjencia Kombëtare e Ujësjellës-Kanalizime njoftoi se tenderi ishte anuluar, për shkak të “gjendjes së fatkeqësisë natyrore”, të shpallur me Vendim të Këshillit të Ministrave më 27 Nëntor 2019, një ditë pas tërmetit tragjik.
Pas anulimit të tenderit të parë, Agjencia Kombëtare e Ujësjellës-Kanalizime e ka rishpallur procedurën e prokurimit publik. Por, kësaj radhe, ka ndjekur procedurën e “mbyllur”, atë që quhet “procedurë me negociim paraprak, pa shpallje”, duke shpallur fitues bashkimin e operatorëve “De Mare” srl. dhe “Victoria Invest International”.
The contracting authority, the National Water Supply and Sewerage Agency, has argued for this "special" tender procedure "due to the extreme need following the events caused by the earthquake of 26.11.2019".
This argument seems to "break" for several reasons, referring to previous public data, which suggests that the closure of the Porto-Romano landfill is not related to the "earthquake emergency of November 26, 2019".
The Porto Romano landfill is considered one of the hottest spots in Albania, in urgent need of closure. In 2016, the Municipality of Durrës drafted a study plan, which envisaged a way to close this landfill.
In June 2018, Prime Minister Edi Rama declared that "We have made a commitment to close the cancerous area of the waste field. I believe by the fall of next year."
But, despite political promises, the Porto Romano landfill was not closed in 2019. However, statements by senior officials show that the Porto Romano landfill had become an emergency due to alarming pollution. And this had nothing to do with the November 26 earthquake.
That the closure of the Porto Romano landfill had become an "emergency" is also confirmed by the fact that the National Water Supply and Sewerage Agency, the administrator of that area, had announced the tender in October 2019, about a month before the tragic earthquake of November 26.
Also, due to the extent and specificity of the area, the Porto Romano landfill did not suffer structural damage (as there is none) from the November 26 earthquake, which could justify the intervention "by negotiation, without prior announcement" due to the consequences of seismic movements.
