File/ Raiffeisen Bank admits scandal: We gave loans with false documents, but we are victims

Raiffeisen Bank in Albania admits that it has been involved in a spiral of scandal, where, at least, 20 loans worth around 100 million old lekë were obtained at its counters using forged documents.
This information, of course, has not been made public by one of the main banks in Albania. However, its legal representatives have stated this data in a civil process that is currently taking place in the Tirana court.
" Boldnews.al " has secured a decision by the capital's black squads, in which a 33-year-old man from the capital sued "Raiffeisen Bank" after being denied information about a fake loan taken out by someone else in his name.
"Victim" of fake credit
At noon on July 16, 2025, Adem B., residing in Tirana, receives a phone call. " I am an employee of Raiffeisen Bank. I inform you that you must make the loan installment payment, as you are late ."
The young man was surprised by this call. He explained to the employee that he had never taken a loan, neither from Raiffeisen nor from any other bank. Ademi then asked the interlocutor for more information about this alleged loan, after realizing that his name could have been involved in a fraud scheme.
After this call, he contacted Raiffeisen Bank customer service, where he requested more detailed clarifications.
" I have never applied for a loan at Raiffeisen Bank and I do not have an account number at this bank. When I have not applied for a loan and do not have an account number at this bank, how is it possible that I have received a loan, and how is it possible that the loan is credited to an account number that I do not have?!. With the information I have, opening a bank account can only be done by appearing at the bank counters in person, I have not done such a thing ."
As an injured party, the 33-year-old has requested official information from the bank about the loan taken out in his name, the people who approved the debt, the borrower's signatures, and other data.
The bank has not responded and he has gone to the Tirana court, where he is demanding that the bank be obliged to provide him with the information, as well as monetary compensation for the inconvenience caused.
The court rejected his request, after the bank's legal representatives stated that the requested material, as well as documents from other persons, have already been made available to the Tirana Police and Prosecution Office.
According to Bank officials, " we feel like victims in this story and have filed a criminal report with the Police to uncover the perpetrators of the fraud ."
The statements of Raiffeisen Bank representatives also reveal the scandal, the extent of which has so far been limited to 20 cases of fraud.
" In this entire story, the first victim is the bank ," Raiffeisen's legal representatives declared during this legal process.
" Around 20 clients have received loans of 9 million lek. The bank is primarily interested in making them available to the prosecution and police to prove this fraud scheme. What interest does the bank have in deleting the documents?", the legal representatives continued, in response to the 33-year-old's claim that the lack of information could be an attempt to hide the traces of the financial scandal.
In a debate with the plaintiff in court, the Bank's representative did not seem to have been very articulate, although the details they presented acknowledge the problematic situation.
" The bank admits that it is a victim of this scheme. There is also a video of the people who committed this theft. In conclusion, the bank has no reason to destroy the evidence and we have made it available to the police. The bank, in this whole situation, you can file a lawsuit for damages today and we will make all the evidence available to the Court. I cannot destroy it. We accept that your account was opened in your name. The photo is not yours. The bank failed to verify that person's ID, but he did not get his identity card at the bank. And he did not get his social security certificate at the bank, since that certificate can only be obtained at E-albania ", the representative of "Raiffeisen Bank" is quoted in the court decision dated July 30, 2025, provided by " Boldnews.al ".
