"You falsified evidence"/ The charge for which prosecutor Gjergji Ceka reported the arrested lawyer Ulian Bajrami

Lawyer Ulian Barjami, the legal defense attorney of Maksim Suçi, who was arrested during an operation near Elbasan a few days ago, has been arrested by the police. It is learned that Ulian Barjami was arrested after prosecutor Gjergji Ceka accused him of intimidation due to his duty.
It is learned that in the court session the day before, Ulian Barjami objected to the evidence presented by prosecutor Gjergji Ceka against his client, Maksim Suçi. The latter is known as Emiliano Shullazi's confidant.
Prosecutor Ceka, irritated by this statement, responded to lawyer Barjami by telling him: "You should be arrested, you will be arrested!"
Barjami stated during the hearing that the evidence against Suçi is falsified and that he will file a complaint against the prosecutor in the case. This is where the clash between the parties began, and the Chamber of Advocates has already reacted.
Reaction of the National Bar Association of Albania
The National Bar Association of Albania strongly condemns the arrest of lawyer Ulian Barjami by the Elbasan Police.
From what the Bar Association has learned, it appears that a confrontation of equal arms in the courtroom, according to the law, has ended in an abuse of the prosecutor's attributes, by not accepting the judicial debate, but by ordering the handcuffing of lawyer Ulian Barjami, a member of the Tirana Bar Association.
Position of the Albanian Bar Association
We are dealing with the arrest of the lawyer due to his statements in the defense context in the courtroom, with his statement — that he will file a report for falsifying evidence against the prosecutor — being treated as a threat and opposition to the prosecutor.
This is an unprecedented event, where a lawyer is deprived of his freedom due to free speech in the courtroom, where he expresses his opinion on the falsity of the evidence and the responsibility that, according to the lawyer, should be borne by the author of the falsification, which in this case is the prosecutor.
The Chamber of Advocates calls on the High Inspector of Justice, the High Prosecutorial Council, and the General Prosecutor's Office to act urgently on this flagrant case of arbitrariness and open violation of the law.
This is because the Chamber, based on the legal framework and the Constitution of Albania, still believes that we are the Republic of Albania – a state with justice based on evidence and facts – and not a “Republic of Prosecutors”.

Yesterday, on 17.10.2025, a court hearing was held to determine the security measure against citizen Maksim Suçi, etc., a hearing held at the First Instance Court of General Jurisdiction of Elbasan, by Judge Megi Strakosha, where the prosecution was represented by prosecutor Gjergji Ceka.
The defense attorney of citizen Maksim Suçi, attorney Ulian Barjami, after ascertaining the video evidence presented at the hearing, where his client did not appear at all violently opposing police officers, declared that he would file a report for falsification of evidence against the prosecutor, as the written minutes brought by the prosecutor to trial described a situation where attorney Barjami's client had used violence against police officers.
Prosecutor Ceka, irritated by this statement, responded to lawyer Barjami by saying: "You should be arrested, you will be arrested!", and in the meantime, nervously, turned his head towards the police officers present in the courtroom.
Lawyer Barjami responded by declaring: "I will file a report, because you have violated the law."
Judge Strakosha intervened in response to these statements, explaining to lawyer Barjami that he should avoid this discussion and focus on interpreting the evidence at that moment, without considering what he would do next.
The session continued calmly and ended normally, without any debate or discussion between the parties.
Prosecutor Ceka did not leave it at that and, apparently, filed a report against the lawyer, with the sole intention of arresting him, as he stated in the hearing.
Based on this report, lawyer Barjami was summoned today, on 18.10.2025, in the morning hours by Judicial Police officers at the Elbasan Local Police Directorate, initially telling him over the phone that he only needed to provide some clarifications.
After many hours of being held at the police station, in the afternoon, around 15:00 - 15:30, police officer Zmeralda Mehilli on her own initiative arrested lawyer Barjami as a suspect for the following criminal offenses:
"Threat due to duty",
"Opposition and striking of the judge", and
"Threat of the judge",
after, according to her, she threatened the prosecutor in the case, Gjergji Ceka, and the judicial police officers who carried out investigative actions.
The report was written and signed by the Mehilli Police Inspectorate, as if it had been carried out much later, at 5:40 PM, while the arrest was actually carried out at 3:00 PM.
