The Constitutional Court does not consider the request to annul the instruction banning the circulation of electric skates.

The Constitutional Court has rejected the request submitted by the Association for Social Justice, which requested the repeal of Instruction No. 169, dated 13.10.2025, “On the prohibition of the circulation of electric skates or their combination on urban streets and sidewalks”, as incompatible with the Constitution of the Republic of Albania and the standards of the European Convention on Human Rights.

The request was not reviewed in a court session, being rejected at the preliminary stage.

With this decision, the instruction banning the circulation of electric skates remains in force, while neither its suspension nor the request for the return of the blocked vehicles to citizens is accepted.
