Fear of espionage? Work in the basement of the Chinese embassy pits London against Beijing

British minister Angela Rayner has ordered Chinese officials to explain why they edited designs for basements and other areas in a "mega-embassy" to be built in London, The Telegraph reports.
Rayner, who as Planning Minister is responsible for deciding whether the project at Royal Mint Court can proceed, has given Beijing two weeks to explain why certain parts of the plan are "grey".
It comes as fears that the complex could become a hotbed of espionage in the heart of London have grown, with reports that China could turn the basement rooms into "spy prisons".
Rayner's demands were set out in an update her department sent to DP9, a planning consultancy representing the Chinese embassy. It suggests a possible change of tone in the British government's approach to the project.
Sir Keir Starmer lobbied directly for Chinese Prime Minister Xi Jinping's proposals and had previously refused to interfere in the project, despite US pressure to block it on security grounds.
Rayner's letter, sent on Wednesday, was also addressed to Yvette Cooper, the Home Secretary, and David Lammy, the Foreign Secretary. Other key stakeholders, including the local council and the Metropolitan Police, received copies of it.
British media reported that Rayner had asked Beijing to explain why several drafts submitted as part of the embassy plans had been marked as redacted. These include the proposed "master plan" of the basement, which features two sets of anonymous rooms and a tunnel previously labelled by critics as a possible "modern prison" for spies.
A note attached to the diagram says: "This draft has been redacted for security reasons."
The letter also says that the “internal physical plans” of the two buildings, the Cultural Exchange Building and the Embassy, both of which have basements, are “sloppy.” It further seeks an opinion on whether Rayner can make a “legal decision” on the building permit based on the redacted plans.
The update was shared on social media by Luke de Pulford, head of the Inter-Parliamentary Alliance for China, and is likely to revive widespread concerns about the proposed "mega-embassy", with critics repeatedly warning that it could pose a threat to British national security.
The US has reportedly asked the UK to reject the proposals on security grounds, given the location's proximity to a sensitive data centre near major financial centres.

The dispute presents an uncomfortable dilemma for Keir Starmer, who has pursued a strategy of engagement with Beijing while trying to maintain a positive relationship with Donald Trump, who is highly skeptical of China.
Peter Kyle, the Science Minister, said the UK would provide a "full response" to any fears raised about safety.
Robert Jenrick, the shadow justice minister, said he would support a judicial review of the decision if the plans were approved. This would include challenging the legality of the decision, which would increase the chance of it being overturned in court.
The Chinese embassy has consistently rejected criticism of the proposal and claims of a threat to national security. In response to previous reports that the basement rooms were being used as "espionage centers," the spokesperson had said that " anti-Chinese elements are always keen to slander and attack China ."
