New York Times reveals US-Europe plan for Ukraine: NATO-style security guarantees, European military mission and use of US intelligence

The United States, in coordination with European allies, has drafted a security guarantee plan for Ukraine, which envisages a drastic strengthening of the Ukrainian Armed Forces, the deployment of European troops in the country, and the active use of American intelligence capabilities.
The New York Times , citing officials familiar with the draft, reports that U.S. and European diplomats have broadly agreed on two key documents that outline the framework for future security guarantees for Ukraine. The discussions took place in Berlin, as part of two days of consultations with the Ukrainian leadership.
Both documents are intended to form the basis of a broader agreement aimed at a ceasefire and an end to the war. At the same time, according to the American newspaper, they include provisions aimed at persuading Kiev to accept the cession of certain territories as part of a peace agreement and abandon the prospect of formal membership in NATO.
However, as the New York Times points out, a complete ceasefire remains unattainable for the time being, as Russia is not participating in specific negotiations and has not shown a willingness to compromise.
The preparation of the documents took more than eight hours and was carried out with the participation of leaders and senior officials from about 12 European countries, including France, Germany, Italy and the United Kingdom. According to American and European diplomats, the first document includes general security principles, which in content resemble the guarantees of Article 5 of the North Atlantic Treaty.
The second document is more operational and describes in detail how American and European forces will cooperate with the Ukrainian military, with the aim of preventing new Russian attempts to invade Ukrainian territory. As a US official put it, the text is “very specific” in terms of measures to prevent and respond to potential invasions.
A central element of the plan is to set the size of the Ukrainian Armed Forces at 800,000 soldiers, with modern training and equipment. At the same time, the documents envisage the creation of a European military mission, under European leadership, which will operate on Ukrainian territory with the mission of protecting the country's air and maritime space. The mission is expected to be located in western Ukraine, far from the possible ceasefire line.
The initiative to deploy European forces is being coordinated by France and Britain within the framework of the so-called “Alliance of the Willing.” The United States, for its part, has declared its readiness to oversee the implementation of a possible ceasefire, monitor Russia’s movements, and identify potential provocations.
One of the main concerns for the Ukrainian side remains the fear of a repeat of the experience of the 1994 Budapest Memorandum, which failed to prevent the Russian invasion. American and European officials assure that the new security guarantees will be legally binding and will be subject to national ratification procedures in the states involved.
