Ceasefire talks begin in Ukraine/What does the US plan foresee?

Talks on a possible ceasefire in Ukraine have officially begun. Ukrainian President Volodymyr Zelensky was reportedly warmly welcomed at the Federal Chancellery in Berlin by Chancellor Friedrich Merz (CDU). Earlier, a US delegation including President Donald Trump's son-in-law Jared Kushner arrived there.

According to similar news agency reports, US envoys Steve Witkoff and Jared Kushner arrived this Sunday in the German capital Berlin.

Talks between representatives from Washington and Kiev on ending Russia's war in Ukraine continue today with European participation. The negotiations are initially taking place at the level of advisors and behind closed doors. German representatives are also taking part in the meeting, DW reports.

How will diplomacy for Ukraine proceed?

Talks to end the war in Ukraine are continuing at a high intensity. The aim of the talks is to explore reaching a common position on a peace agreement with Russia.

A representative of the French presidency said that an offer of talks with Russia should be reached. French President Emmanuel Macron and British Prime Minister Keir Starmer will also be in Berlin for talks with German Chancellor Friedrich Merz and high-level NATO representatives. The German government confirmed on Friday (11.12.2025) that Merz will receive the Ukrainian president for economic talks and “to exchange views on the state of peace talks in Ukraine”. It was later confirmed that these talks will also be attended by “several European heads of state and government as well as EU and NATO leaders”. Ukrainian President Zelensky is also in Berlin.

US plan calls for territorial concessions from Ukraine

The US presented a plan to end the war in Ukraine about three weeks ago. In the initial version, the plan envisaged the secession of territories from Ukraine by making concessions to Russia. At the insistence of Ukraine and its European allies, the document was elaborated. However, the US still expects Ukraine to make territorial concessions to Russia. Moscow has so far shown no willingness to back down from its war aims and accept diplomatic talks to end the war.
