Secret report: Iran demands $2 million for every ship in Hormuz
Iran has presented a 10-point proposal to end its war with the United States and Israel. The plan was made public by Pakistan, which has been acting as a key mediator in the conflict, but it appeared unlikely to resolve major issues before President Trump's Tuesday night deadline for new strikes on Iran.
Two senior Iranian officials, speaking on condition of anonymity to discuss the delicate negotiations, said the proposal included a guarantee that Iran would not be attacked again, an end to Israeli attacks against Hezbollah in Lebanon and the lifting of all sanctions.
In exchange, Iran would lift its de facto blockade of the key shipping route through the Strait of Hormuz. Iran would also impose a fee of about $2 million per ship that it would share with Oman, which is across the strait. Iran would use its share of the revenue to rebuild infrastructure destroyed by US and Israeli attacks, rather than seeking direct compensation, as planned.
Asked on Monday about the latest proposal involving Iran, Mr. Trump said: “It’s an important proposal. It’s an important step.” He added: “It’s not good enough. But it’s a very important step.”
In recent weeks, Mr. Trump has threatened to bomb critical civilian infrastructure such as bridges and power plants if Iran does not open the Strait of Hormuz, a vital oil and natural gas channel, by Tuesday evening. Such an attack would affect the daily lives of millions of Iranians, and many legal experts say that hitting civilian infrastructure would be considered a war crime under international law.
At a press conference at the White House on Monday, Trump repeated his threat that if his conditions were not met by his 8 p.m. Eastern time deadline on Tuesday, he would order devastating new airstrikes across Iran to cripple the country. “It will take them 100 years to rebuild,” he said. Iranian state media said the text of the Iranian proposal “rejected a ceasefire” and “stressed the necessity of a permanent end to the war in accordance with Iran’s considerations.”
In a reflection of how Iran views its position in the negotiation process, its state media said the country had “demonstrated its superiority in war.” Iranian leaders are said to be emboldened after closing most shipping in the Strait of Hormuz and successfully shooting down a US F-15E fighter jet — although the United States rescued both downed pilots.
On March 24, the United States sent Pakistan its 15-point proposal to end the war with Iran to hand over to Tehran. Iran rejected it and sent a list of counterproposals, some of which were repeated in its proposal on Monday.
A spokesman for Iran's foreign ministry, Esmail Baghaei, told a press conference on Monday that the previous US proposal conveyed through intermediaries was "extremely excessive, unusual and illogical."
