Representative democracy and the exercise of sovereignty on behalf of citizens are not formal notions, they are legitimized by votes, trust, and participation, and put into practice by politics with integrity, moral values, and strategic visions. They seem like big words, but they are real.
Albania voted for the new parliament on May 11, participating citizens delegated their sovereignty, the majority and minority political teams have the responsibility of translating the results into concrete terms, channeling political and alternative development offers, strategic approaches and visions for the future into institutional lines. Everything is decided during this week, which for more than two decades has continued to be the month every four years of the creation of new institutions, parliament and government. Albania is not the only country that held elections. During 2025 there were elections in several European countries and after them the creation of new governments and the launch of parliamentary legislatures.
Among the states are also countries like Germany, Canada, Portugal, etc., which in our discourse and political memory constitute positive models of functional democracy. We want to be part of the EU and in any case comparison should be made in this context, with EU countries and the same models in the USA and Canada. Albania is also not the only country that during 2025 had a reconfirmation of the government in the elections, the same was the situation in two of the above countries, while in Germany the SPD continued to remain in government, now in a coalition with the CDU as the majority. Comparing the models, both differences and shortcomings emerge, which in their essence, express the still large gap in political culture and the way we perceive and exercise democracy, sovereignty and legitimacy.
Në Berlin, Lisbonë apo Otava kryeministri fitues konsultoi dhe hartoi programin qeverisës, përcaktoi prioritetet dhe buxhetet, prezantoi në publik politikat prioritare dhe pas dakordësisë, nënshkroi kontratë me partnerët në qeveri. Pas këtij procesi u kalua te krijimi i kabinetit qeveritar dhe ekipit drejtues parlamentar, të cilët gjithashtu ishin rezultat votëbesimi dhe përzgjedhje e bazuar në cilësinë, mandatin dhe aftësinë e tyre për përmbushjen e programit qeveritar. Ky është standardi dhe rregulli klasik në një vend demokratik. Po në Shqipëri? Partia Socialiste ka lajmëruar mbledhje të radhës me 11 shtator në një restorant në periferi të Tiranës. Si edhe në të kaluarën, aty kryeministri do të mbaj fjalim politik dhe në fund të tij, do të bëj publike emrat e ministrave të rinj dhe ekipit të ri drejtues në parlament dhe në qeveri. Asnjëherë, askush, as ata që ikin apo vijnë, nuk janë në dijeni paraprake mbi vendimin e kryeministrit. Në këtë mënyrë ata do të jenë ministrat e vetëm në shtetet demokratike që e mësojnë në TV live nëse janë shkarkuar, nëse rikonfirmohen ose nëse zgjidhen (për herë të parë). E njëjta edhe me kryesinë e Kuvendit apo postet politike në parti.
E njëjta gjë, por pa restorant e media, ndodhi edhe tek opozita. Në fund të mbledhjes media do të merret me emrat, “surprizat”, qeveria do të kalojë formalisht për debat e votim në Kuvend, Kuvendi do votojnë formalisht drejtuesin e vet dhe kështu, brenda pak ditësh do të kemi në detyrë parlamentin e ri, qeverinë e re dhe ekipin e ri drejtues të mazhorancës, së paku, për dy vitet e ardhshme. Në mes të mandatit gjithnjë ka pasur dhe do ketë ndryshime, kryesisht nisur nga nevoja elektorale. Ajo që do t‘i mungojë medias dhe publikut është pjesa më e rëndësishme, – programi, prioritetet, kontrata shoqërore votues – mazhorancë, vizioni strategjik, buxheti dhe mekanizmat që garantojnë një zhvillim cilësor për vendin e qytetarët. Për ato nuk u gjet kohë për debat gjatë 4-5 muajve të fundit, nuk ka vend as në mbledhjen formale në restorant ku do të emërohet qeveria dhe kryesia e re e parlamentit. Cila do të jetë përgjigja për nivelin e lartë të korrupsionit dhe valët e emigrimit në vend, për krizën ekonomike dhe pasigurinë sociale, për humbjen e kontrollit të territorit dhe paaftësinë e shtetit për të ofruarshërbime publike, për krizën në spitale dhe sidomos atë në arsim?
What is the solution to the conflicting file of land ownership, incomplete justice, the order controlled by the "strong", the oligarchs who receive national strategic assets as gifts, environmental crime and the abandonment of agriculture? For these there is still no debate, no meeting, no consultation, no program or agenda. In governance through "show", the quality of the "show" has value, nothing else. Can democracy be so formal? Do politicians have moral and institutional obligations towards the state, society and citizens, even when they are winners by numbers? Is this the path that makes us worthy and serious for 2030 in the EU? Do we have security mechanisms that control those in power and effective means to remind the elected of the expectations of the voters? Can we have ministers and high-ranking state officials who are unelected individuals, personal preferences appointed without a meritocracy system and not through a transparent process of facing their CVs? Is the majority of numbers in the Assembly sufficient to unite the state with the government, those with the winning party, and all three with the preferences of the leader of the winning party?
Who is responsible if a minister or elected official fails, turns out to have a record of corruption, is unfit for duty or can seek asylum to escape justice? The thesis of individual responsibility does not convince, they do not compete for ministers, they are selected by their boss. The Albania of 2025 deserves a different approach, much more reformist, more democratic, more civic, more institutional, more effective. In its absence, having the only offer of continuing the transition, Albania deserves at least more respect in procedures, in solemnity and in representation. At least in coherence with Xibrak's standard of service, where based on the slogan "Albania 2030 in the EU, only with Edin and the Socialist Party" the September 11 menu will offer without any other option the appointment of the government, the leaders of parliament and parties, jokes and "show", photos and applause.
