On January 24, 2025, the Municipality of Elbasan approved the expansion of the Agro-Food Market in Elbasan, owned by Petrit Çela, the father of Suel Çela, the leader of one of the strongest gangs in Elbasan.

The approval for this decision was not only given by the socialists, but also by members of the Democratic Party, one of them Blendi Himçi, head of the DP branch in Elbasan. The votes in favor were argued with the development in the agricultural sector and the increase in cooperation between farmers that this market is expected to bring to the country.

It was JOQ that published the moment when Blendi Himçi voted in favor, while the opposition has not stopped accusing the government of collaborating with crime.

Elbasan Mayor Gledian Llatja called the approval of the permit “a standard procedure” and insisted that there were no requirements in the law that prevented a company linked to a suspected criminal organization from obtaining the permit.

" A request was made by a private entity, on private property, for the construction of a public market and it was approved by the Municipal Council, as it requires a permit from the Council, " said Llatja.

This food market, owned by the company "Çela P", has been at the center of public debate as it is owned by one of the city's most notorious families. Suel Çela himself is currently wanted by SPAK as the head of a criminal organization accused of being involved in international drug trafficking, assassinations, money laundering and the corruption of local officials.
