Belinda Balluku does not stop, she demands to definitely close the 365 million euro "deal" of the Milot-Balldre concession by October
A month and a half after the cancellation, the Ministry of Infrastructure and Energy has re-announced the competition for the 1 billion euro concession of the Milot-Balldre highway. According to documents published by the Procurement Agency, interested companies will have until October 2 to submit their bids.
The previous tender was strangely canceled a month and a half ago, after none of the submitted bids were successful, although the Minister of Infrastructure, Belinda Balluku, had stated that she would announce the winner within two days.
The new 17-kilometer highway was expected to be completed by 2028. The ordeal of this concession began in 2018, when the unsolicited proposal for the construction of this highway arrived, and since then this project has remained only in the tender phase.
The Milot Balldrenë segment is part of the so-called Adriatic-Ionian Corridor or as it is otherwise known, the Blue Corridor.
This segment is 17 kilometers long and will cost 182.5 million euros in construction costs alone.
If design, maintenance and operation costs are included, the total private investment is estimated at 365 million euros for the entire 35-year concession period.
But according to the business plan, the concession will generate 1 billion euros in revenue over the entire 35-year period.
This is the second time that the Albanian government has attempted to award a concession for the construction of the Milot-Balldrene highway. The first time was in 2018, when the government selected the ANK company as the winner of the concession, but with another model, that of Public Private Partnership, according to which the company would build the road with its own money and would be paid for 13 years from the state budget until the investment is repaid and its profit is made.
But ANK failed to build the road because it could not find the money to finance it. As a result, the government canceled the concession and put it out to tender again, but this time with a toll formula for citizens, not through reimbursement from the budget. But the second attempt also failed again.
